This includes roadway, sidewalk, driveways, topsoil & seed. This supports restoration for the natural gas & electric operating companies in upstate NY. Auditing and enforcing restoration contract terms and National Grid policy. Problem solving restoration issues with municipalities and home owners. Oversight of contractor inspector workforce. Manage workplan scope to be on budget and delivered timely per contract terms. Comply with all federal, state, and local legislation.Key Accountabilities

Responsible for supervising Restoration Inspectors as well as external Paving Contractor Crews.

Provide daily/weekly reports / KPI (paving, concrete, soft surface cycle time, customer complaints etc.)

Dispatch work to contractor crews.

Review invoices for accuracy to units and approve for payment.

Direct all aspects of the Restoration construction process to meet Company goals while remaining fully compliant and within budgetary limitations ensuring the timely and cost-effective paving restoration process.

Position Responsibilities (Including but not limited to) :

Demonstrate sound implementation of construction policies and procedures that maximize customer satisfaction and fulfill statutory requirements while meeting or exceeding company growth and goals.

Monitor safety, performance, productivity and workload as needed to maximize efficiency and cost-effectiveness.

Motivate, coach, challenge and provide developmental opportunities for team members.

Maintain industry involvement to keep abreast of changing paving technologies and best practices.

Develop continuous improvement initiatives in support of the Company's strategic objectives.

Foster cooperative working relationships with bargaining units and contractors. Participate in the development and implementation of the various systems and technologies that support the paving process.

Manages the utilization of resources (personnel, vehicles, and equipment) to ensure a timely response, monitor safety, performance, productivity, and workload and re-balance as needed to maximize efficiencies and cost effectiveness.

Ensure that all paving/restoration requirements are performed in accordance with Company standards and procedures, PSC Code requirements, OSHA, DOT and municipal rules & regulations. Ensure accurate reporting of work including SOP's, work order historical, daily completion reporting, sketches, Operations Qualification, etc.

Qualifications

Two- or Four-year college degree (Business or Engineering degree preferred) or prior work related experience required.

Three-Five years of proven managerial experience with a focus on construction policies and practices.

Knowledge of Company policies & procedures and Technical competence to prudently apply these to support construction operations.

Strong knowledge of Storms, GAMS, CSS, Excel, Access, Fiori and SAP.

Proficient in word processing and other business software including database applications.

Ability to generate departmental financials to ensure budgetary guidelines are met.

Extensive knowledge of the paving restoration, engineering, construction & maintenance practices, gas utilization equipment, Federal, State, and Municipal Codes, Company standards and procedures as well as computer operations are essential. Familiarity with Paving Construction Standards, Work Methods, Rules for Safe Operation, and associated procedures, knowledge of Company policies and the application of the Collective Bargaining Agreement are needed.

Strong oral and written communication skills are required, in addition to planning, organizing and computer skills.

Prior experience dealing with diverse groups such as gas and/or electric customers, government officials, etc. in a tactful and diplomatic manner is vital.

Able to effectively manage in a collective bargaining environment.

Motivate employees to maximize performance and engagement.

Must have strong analytical skills, problem solving skills, and be able to delegate and negotiate.

Must be a strategic thinker and have excellent communication skills. Must be able to develop and maintain strong working relationships with the ability to handle conflict resolution/difficult issues.

Must be able to motivate, develop, respect, and guide his/her assigned personnel to accomplish performance objectives.

Valid driver’s license required with a safe driving history that meets National Grid’s Safe Driver policy.
