IDEALLY CANDIDATE LIVING IN SKAGIT, WHATCOM COUNTIES.Acts as the strategic, administrative and operations leader for all managers and staff providing health care services in an assigned market. As an operations leader for a market, provides direct and matrix management. Works collaboratively with designated medical staff and service line leaders to ensure that standard work is fully implemented in the medical offices to optimize the patient's care and service experience while achieving access, service, safety, quality, clinical and financial performance goals. Leads and/or partners with leaders of primary care, medical/surgical/procedural specialties, ancillary services, business operations and centralized support services to assure the alignment and integration of all services provided to patients with the market served. Responsible for network contract coordination within the market to serve members and collaborating with service line leaders related to expansion of services within the market. Assures alignment with the organization's strategic initiatives and business plan.Essential Responsibilities:

Clinical Operations Leadership: Provides direct and matrix leadership, support and overall financial management for clinical operations that reliably meet standards for: quality and appropriateness of patient care, clinical practice and documentation, patient safety, patient satisfaction and service, access, provider and staff engagement. Leads and supports integration and collaboration across all services within the district, to provide a positive patient experience and consistent delivery of patient care services by all clinical disciplines. Works with service line and medical staff leaders to assure that performance targets are met by using effective tools that measure progress, identify countermeasures, and make the achievement of milestones visible.

Team Leadership: Develop, lead, coach and support teams that enables the achievement of Kaiser Foundation Health Plan of Washington and Care Delivery Division business objectives, including optimal utilization of human and financial resources. Foster a work environment that supports teamwork, open communication and engagement for both providers and staff. Establish and communicate standards of performance, provide timely performance feedback and assure accountability to the established expectations. Sponsor/lead change and improvement initiatives.

Strategy: Participate in the development of strategic plans, including collaborating with service line leaders on network expansion and internalized services delivered within the market. Lead the implementation of strategic plans, annual goals, work plans, policies and budgets services in a way that is consistent with the business plans of KP and WPMG. Communicate and model the vision of the organization, division/subdivision, and/or district. Establish and communicate program direction. Link budget decisions and resource allocations to strategic initiatives.

Compliance: Ensures ongoing compliance with regulatory, accreditation, and institutional requirements. Administers clinical policy and procedure program within KFHPW by assuring consistent practice and providing local oversight as needed. Oversees teams to maintain clinical standards and practice in accordance with all local, state and federal requirements.

Basic Qualifications:Experience

Minimum five (5) years of progressive responsibility in health care management or related field.

Education

Bachelor's degree in business, health care administration, or related field.

License, Certification, Registration

Additional Requirements:

Demonstrated ability to lead large departments, or multi-site medical facilities or services.

Demonstrated ability to constructively challenge established ways of doing things to lead improvement and change.

Knowledge of business process and rapid cycle improvement, systems thinking, data analysis.

Demonstrated effective problem solving and decision-making skills.

Proven negotiation and conflict resolution skills.

Excellent communication skills that are effective within a large, complex, diverse organization.

Able to collaborate and be influential across structures and roles; able to achieve regional goals while helping others to accomplish divisional/organization goals.

Ability to select, develop and direct effective managers including those in a matrix relationship, or on project teams; record of positive relationships with providers, managers and staff that strengthen engagement, quality and service.

Ability to manage projects and initiatives.

Preferred Qualifications:

Master's degree in business, health care administration, or related field.

Knowledge of health maintenance organizations and managed care environments.

Knowledge of WA State healthcare regulatory requirements.
