Job Description

Initial Project Background:

Work detailed under this SOW provides the FEMA with data cleanup, conversion and migration support services for Financial Management Systems. These support services are required for the successful migration of financial, procurement and asset management data, including master and transactional data, from existing financial, procurement and asset management systems operating independently into one integrated Financial Management System.

Position Description:

This role will provide strong overall migration support services to assist the Government in data migration activities and provide hands-on technical and functional consulting services, advice, and support to the project team. Assist in the data transition management activities associated with supporting a transition from the legacy systems to the new financial system hosted by DHS. Provide support to the Government in developing, maintaining, and monitoring the FEMA internal project schedules that are aligned with the System Development Agent (SDA) master project schedule.

Duties and Tasks:

  • Oversight of Data Extraction team
  • Support reviewing and providing comments on the data management plan, data migration plan, checklist, timeline, and conversion report delivered by the SDA
  • SQL / Data Scripts:

  1. Extraction script creation and update
  2. Data Validation script creation and update
  3. Documentation of process

  • Data Mapping:

  1. Mapping data from source systems to data migration templates

  • Data validation and cleansing strategies, and action plans:

  1. Coordinating with data owners to validate migrated and cleansed data (e.g., reconciling transaction details to summary records such as commitments and obligations to General Ledger (GL) balances)
  2. Assisting with data transformation, data load testing, validity of the values of the data elements
  3. Mapping the data in the format provided in the SDAs conversion templates. This includes mapping the current account codes to the future account codes and Project / Organization / Expenditure Type / Task (POET)
  4. Assisting with validating data of multiple mock conversions and the full migration
  5. Documenting results of validation

  • Assisting with determining data migration requirements and security controls​​​​​​​
  • Defining roles and responsibilities for the data migration activities using a data migration checklist and sign-off process to ensure completion of planned activities
  • Documenting migration activity timelines for mock conversions and production deployment
  • Assisting with unit and end-to-end integration testing to ensure the flow of data from the source applications to the target applications is accurate:

  1. Developing unit and end-to-end integration migration test plans (including testing for data extraction, transformation, data loading, and data validation)
  2. Providing the completed and successfully tested conversion templates for all affected applications for mock conversions and production conversion
  3. Documenting the end-to-end data migration test results, action items and lessons learned report

Qualifications

  • Minimum Experience: Twelve (10) years of experience in financial system implementation.
  • Minimum Education: Bachelor of Science in Engineering, IT or related field. Developer or
  • relevant certifications preferred.
  • Experience working on at least two (2) large Federal government ERP implementations.
  • Expertise in implementing data conversion processes and mock conversions in ERP
  • Implementations in Federal government.
  • Supported multiple data management full lifecycles (e.g., extraction, analysis, cleansing,
  • conversion/transformation and migration)
  • Performed data cleansing using a data management repository.
  • Strong knowledge of and hands-on experience with common databases (e.g., Oracle,
  • SQL Server, etc.).
  • Integrated Federal government acquisition systems (e.g., PRISM) and asset management
  • systems (e.g., Sunflower) with common ERP systems.
  • Expertise in validating reconciliation issues in financial reports. Strong understanding of
  • the USSGL and subledger processes for agency business areas.
  • Expertise in tracing key data elements from general ledger to the subledgers.
  • Demonstrated ability to review existing core financial systems, business processes, and
  • agency specific interfacing systems for data reconciliation with the main general ledger.
  • Worked with SMEs, business leaders, and technical experts from external interfaces to
  • review data flow and to trace financial data from end to end and validate financial reports
  • after cleansing.
  • Worked with the SMEs and other functional experts/leads to create a mapping data
  • process for gaps and manual data corrections.
  • Demonstrated experience providing technical advice to executives, and other managers
  • on consolidation of master data, archiving of data with regard to compliance and
  • associated statutory requirements.
