The Sonoma County Sheriff's Office seeks a qualified professional for an extra-help, Civil Keeper position.

A Civil Keeper is employed on an as-needed basis by the Sheriff's Office to assist in the enforcement of writs by maintaining physical custody and control of all property under levy. A Keeper is not a peace officer and does not have the authority or responsibilities of a peace officer. A Civil Keeper acts as a Sheriff’s Office representative by securing and maintaining property under levy. This type of levy is commonly referred to as a Keeper Levy, and is most often used in retail type businesses that maintain a cash register and conduct over-the-counter sales. During the Keeper Levy period, the business operates as usual while the Keeper seizes incoming cash and checks from the sale of merchandise. The Keeper prevents the removal of any stock or equipment unless paid for in full. The Keeper also prepares a detailed written inventory of all the property found at the premises. Once installed on a job, the Civil Keeper may not leave the premises until relieved.

The primary duty of a Keeper is to safeguard the property under levy which has been entrusted to his/her care. Sections 488.090 and 687.030 of the Code of Civil Procedures and Section 26726 of the Government code authorizes the Sheriff to install such Keepers as needed to discharge the duties of his office.

Note: This position is paid for by the plaintiff through fees collected by the Sheriff's Office. The Keeper classification is hired as an extra-help position.

According to Government Code 26726, the current fees paid to a Civil Keeper are:$140.00 for up to an 8 hour shift

$300.00 for an 8 - 12 hour shift

$60.00 for not-found returnsThe Civil Keeper is required to perform the following duties:Maintain physical custody and control of all property under levy, including all cash, stock-in-trade, inventory, fixtures and equipment on the premises

Establish and maintain control of the "bank"

Count and "receipt" money on hand

Make change from the "bank" during the normal course of business

Collect and "receipt" for any payments made during the levy

Maintain control of the keys to the business

Make a detailed inventory of all properties under levy

Use of Sheriff's Office radios

Act as the Sheriff's Office representative in a neutral, impartial and firm manner in maintaining and securing of property

Record arrival and departure times and document conditions met on assignment, particularly any problems that may later result in a complaint by any party to the action in a Keeper's log

Secure cash register and monitor its contents to prevent money from being removedEXTRA-HELP EMPLOYMENT

Extra-help employees relieve or augment permanent staff. Intermittent, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most regular employee benefits such as: long-term disability insurance coverage; accrual of vacation; participation in the County retirement program; or eligibility to take promotional examinations. Intermittent, extra-help employees are limited in their employment to a maximum of 1,380 hours within any twelve month consecutive period. Extra-help employees who meet the eligibility requirements may qualify for a County contribution toward medical coverage.
