Project Overview:Bechtel is preparing to provide program management and construction management support services at the Naval Air Weapons Station China Lake. Following an earthquake that devastated the U.S. Navy installation in July 2019, Naval Facilities Engineering Command (NAVFAC) is undertaking a massive $2.5B recovery effort to repair the installation.The mission at China Lake is critical to our national security and the amount of funding over a short period of time is significant. As a result, having the right tools and experienced personnel will be necessary to keep the complex recovery program on track to deliver NAVFAC’s crucial mission.The Bechtel team will be collocated on-site with the client and based in Ridgecrest, California, a city that is approximately 150 miles north of Los Angeles. For base access, U.S citizenship is required, and all candidates must complete an SF-85-P, Questionnaire for Public Trust Positions, and obtain Secret clearance.Position Responsibilities:

Review contract drawings and specifications (including RFPs) for constructability and conformance to existing field conditions. Prepare a government conformed set of contract documents (DB and DBB).

Participate in pre-award meetings, as appropriate.

Attend post-award contract meetings, such as post-award kickoff meetings (PAK), preconstruction conferences, informal or formal partnering meetings, schedule acceptance meeting, design review meetings, weekly progress meetings, and Facility Turnover Planning Meetings (NAVFAC Red Zone).

Review and approve contractor's submittals for conformance with the requirements of the contract drawings and specifications. Review and approve shop drawings, samples of materials and components, catalog information, certificates of compliance, Value Engineering Change Proposals (VECPs); and provide technical responses to Requests for Information (RFIs). Ensure requests for deviations or changes to any terms and conditions of the contract are coordinated and approved, as appropriate with PM, CM, and contracting officer.

Visit construction sites to monitor progress and resolve construction issues in a timely manner.

Provide technical solutions to unforeseen problems that arise during the contract duration in coordination with the construction contractor, CM and DM. Notify the PM immediately if an associated cost increase arises.

Keep the PM and DM advised as to the status of projects.

Assist in identifying the need (and subsequent reason code) for a modification to scope, cost and/or schedule based on collaboration with the construction contractor, Supported Command, designer of record, PM and/or other entities.

Support the issuance of requests for proposal by assisting in determining needed changes and writing technical scopes of work.

Assist in the preparation of an independent government estimate (IGE), if the requirement exceeds $250,000.

Prepare or coordinate the preparation of sketches and drawings in support of negotiations and issuance of the modification over $250,000.

Provide technical support to the acquisition team for claims/disputes/terminations processing, negotiation and resolution as related to electrical.

Assist with construction quality assurance by performing code required special inspections or required electrical observation. Witness acceptance testing of the electrical systems as integral parts of the facility commissioning process.

Basic Qualifications:

BS degree in Electrical Engineering from an accredited college or university with 10 years of related experience.

Registration as Professional Engineer (PE) in the discipline of Electrical Engineering.

Must be a United States citizen, dual citizenship accepted.

Must be able to complete a pre-employment drug screen and background check.

Possesses a DOD Secret Clearance or can obtain one upon hire.

Minimum Qualifications:

Fundamental knowledge and skill with the Microsoft Office suite of applications (e.g. Word, Excel, PowerPoint, and Access).

Analyses and calculations in the preparation and review of final detailed working drawings, comparative cost analysis, Request for Proposals (RFPs), and project specifications for a wide variety of facility types for multi-discipline and/or electrical engineering projects.

Performance of Quality Control and Quality Assurance and reviews of drawings, specifications, calculations, cost estimates, and studies prepared by other engineers.

Knowledge of DoD and Navy guide specifications, criteria and policy, industry codes and standards, and standard practices as related to electrical engineering design including the National Electrical Code, National Electrical Safety Code, and the International Building Code.

Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting electrical engineering design throughout the area of responsibility.

Experience with the use of Autodesk software, Microsoft Office products, electrical engineering design and analysis software (e.g. SKM, AGi32) and other applicable DoD computer systems and software used by the Command.

Ability and willingness to traverse construction jobsites.

Tactful and professional communications both orally and in writing to all levels of authority and stakeholders. Must be proactive and astute at obtaining decisive action from all affected parties, including the Construction Contractor (Contractor), Supported Commands, NAVFAC, and Designer of Record (DOR) team (DBB) to overcome technical issues at all phases of a contract. Must understand that his/her recommendations will be strongly considered in forming the basis for final action by field office leadership.

Preferred Qualifications:

Experience as a Construction Manager, Project Manager, or Project/Field Engineer on commercial/industrial type facilities contracts; experience on federal project(s) is desired.

Ability to perform constructability reviews on solicitation packages whether they consist of performance and prescriptive requirements for design-build procurements or plans and specifications for design-bid-build procurements.

Ability to prepare pertinent post award design meeting agendas, coordinate design meetings to assure attendance by critical stakeholders, maintain meeting order and scope, and drive the development of action items and timely resolutions.

Ability to prepare and analysis post award cost estimates.

Ability to perform technical analysis on contractor cost proposals and assist CM in developing recommended negotiation positions.

Ability to identify technical risks at post award design phase of a project, determine potential impact, and assist in developing governmental mitigation plans to alleviate or reduce the potential impact.

Ability to read and understand contractor baseline schedules and required two-week look-ahead and schedule updates. Knowledge and use of Primavera P6 scheduling software.

General computer literacy and comfort with use of email, browsers, and other computer-based applications.

Developed soft skills that allow one to work effectively with other government professionals, client representatives, contractor management and labor personnel, and others of varying backgrounds and experiences.

Understanding of quality control processes as they relate to construction projects.

Knowledge and understanding of the requirements within the Army Corps of Engineers EM-385-1-1, Safety and Health manual and/or the OSHA 29 CFR 1926, Construction Regulations.

Significant Bechtel experience to demonstrate ability to identify, communicate and coordinate with corporate engineering reach-back resources, as needed.
