Assistant Vice President of Product and Platform Security

In this role, the successful candidate will report to the Vice President of Product & Platform Security and will be an integral part of the team leading FRFS Information Security into the future. This officer will operate as the Enterprise Security Architect and will be responsible for the secure delivery of the entire FRFS technology portfolio. The FRFS delivers a suite of payments services to financial institutions via FedLine® Solutions: Fedwire®, National Settlement Service (NSS), FedCash®1, FedACH® (Automated Clearing House), and Check Services. We are currently leading a strategic effort to transform FRFS to a national, enterprise-focused organization. Over time, FRFS will offer an increasingly integrated set of Federal Reserve payment services, incorporating the new FedNowSM service upon its market entry. Leading a team of Information Security Architects, this officer is also responsible for ensuring that FRFS applications and supporting infrastructures are developed and deployed in a manner consistent with Federal Reserve System, FRFS, and industry standards. The successful candidate will be a key member of the FRFS IS leadership team, representing the Information Security group among senior FRFS stakeholders, oversight bodies, and operations groups. This role requires strong relationship management skills and an ability to turn strategy into delivered results through empowered teams. The role also requires experience leading and influencing complex organizations, driving strategic planning activities, and delivering critical solutions. Responsibilities
- Gain an understanding of current and target state architecture, working to define enterprise security for the systems that run our payment platforms
- Provide leadership & continued development to a team of highly skilled information security architects that are focused on a complex set of products and technologies
- Develop security architecture for highly scalable and fault-tolerant applications that adhere to expected standards and discipline
- Introduce best practices and principles to enable consistent delivery and enable alignment with long-term direction including implementing concepts aligned with Zero Trust Architecture principles
- Be part of the team that establishes the future vision, strategy, and priorities that help the FRFS enterprise deliver the most secure, reliable, and stable suite of payment services to our customers
- Develop, implement, and execute security roadmaps, ensuring alignment with Federal Reserve System, FRFS, and industry standards while aligning with FRFS business & technology strategies. Ensure a strong focus on risk management and achieving measurable results and decreased exposure to cyber risk
- Champion innovation efforts to automate and enhance security capabilities and processes
- Advocate and work collaboratively within the FRFS technology organization, National IT, and the FRFS Payment Product Strategy team to ensure the secure delivery of end-to-end processes and payment capabilities
- Demonstrated track record of assessing risk and establishing a risk tolerance, balancing business needs and priorities against the risk of material loss
- Track record of successful leadership driving results and proactively managing change in a highly matrixed and virtual team, with the ability to develop strategies and initiatives that continually improve the FRFS
- Intellectually curious and agile , with demonstrated ability to experiment and lead innovation
- Demonstrated ability to collaborate with peers to develop a vision and technical product roadmap that translates into actionable plans and results
- Experienced technical leader driven to plan, deliver, evolve, and improve the solutions in the FedLine Network portfolio
- Knowledge of existing and emergent best practices for security architecture, such as Zero Trust
- Demonstrated ability to work cross-System with both embedded and matrixed resources in pursuit of a common objective
- Experience managing vendor integrations and dependencies to ensure alignment with internal roadmaps and capabilities
- Experience preferred working in an organization that leverages Agile/Scaled Agile and Scrum delivery models
- Excellent influence and negotiation skills with executive and subject matter experts with the ability to facilitate discussions around complex issues to develop a common understanding and bring issues to resolution
- Demonstrated understanding of the risk assessment process, risk tolerance and ability to balance business needs and priorities against the risk of material loss
- Excellent communication skills with the ability to present ideas in a variety of settings
- Strong business acumen with ability to be a hands-on, visible, goal-oriented, and independent- minded leader who will constructively challenge the FRFS leadership team and bring leading-edge thinking to effectively guide change within the FRFS
- Experience serving as a champion of building a diverse and inclusive work environment
- Bachelors and/or Masters degree in Computer Science, Management Information Systems, Information Security, or equivalent work experience
- Minimum 8 years' experience in security design, implementation, or management. Ideally includes experience with large implementations of hybrid cloud/on-prem solutions
- Desirable certifications - CISSP, CISM, CISA, GIAC, CRISC
- Direct experience implementing an enterprise security architecture that serves as a driver for solution and platform security implementations and has strong integration with FRFS IT architecture and delivery frameworks
- Working experience with traditional and cloud network security
- Experience as technical lead organizing and mentoring junior and intermediate level engineers/architects
- Working knowledge of Data Security Best Practices (at rest and in flight)
- Expert level experience with encryption technologies and techniques
- Ability to leverage Risk Models and analyze security weaknesses in complex technology deployments
- Experience working with product teams on specifying Secure Application Requirements
- Experience with Payment Processing or Financial Services systems is preferred
- Experience leading large and diverse technology teams
- Experience with Scaled Agile is preferred
