SummaryVoluntary Service is seeking a Voluntary Service Specialist to work at the VA Palo Alto Health Care System (VAPAHCS) and periodically working at other sites providing staff support to ensure effective planning, operation, and evaluation of a well balance Voluntary Service Program which consists of 1,100 volunteers. Working with the administrative, clinical and research services to develop meaningful volunteer assignmentsResponsibilitiesThe Voluntary Service Specialist at the GS-11 level is authorized to terminate volunteers who fail to follow established procedures, as well as reassign volunteers as needed. The incumbent will be responsible for counseling regarding inappropriate behavior, violation of rules and regulations displaying the utmost tact and diplomacy. Prepares and reviews correspondence in the absence of the service chief acknowledging letters and assists in the formulation and preparation of assignment guides for volunteers, schedules, handbooks, training materials, evaluations, letters of reference and general correspondences (i.e., press releases, newsletter articles, award programs). Other duties consist of but not limited to: Timekeeping System (VSS), tracking and maintaining data and timecards Monitor General Post Fund Accounts Administering the purchase card as outlined in VHA Handbook 1730 Participation in meetings and decision making Work Schedule: Monday - Friday 8:00 am to 4:30 pm(Note: Work schedules are determined and approved by the supervisor. Basic Requirements: GS-11 All applicants must possess at least 1 year of specialized experience equivalent at the next lower grade level that provided the specific knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position or Do you have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher graduate education leading to such a degree or LL.M., if related? Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience would typically include, but are not limited to: Experience in performing supervisory/or staff administrative duties, establishing and implementing overall clinical policies and priorities pertaining to Voluntary Service, develops standards, plans and procedures for the direction and operation of Voluntary Service activities, provide orientation and training for recruitment, selection and placement, providing customer service, utilize the community resources to establish program goals and needs, etc. OR,Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must Successfully completed a Ph.D. or equivalent doctoral degreeOR,3 full years of progressively higher level graduate education leading to such a degreeOR,LL.M., if relatedOR,Combination: Applicants may also combine education and experience to qualify at this level. Having a combination of experience and graduate education as described above that equates to one year of experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires considerable walking throughout the facility and will involve travel by a vehicle outside the medical center during the day, as well as some evenings and weekends.
