SummaryThe Pharmacy Technician is responsible for assisting in coordinating pharmaceutical care activities in all patient care settings within Mountain Home Veterans Affairs Healthcare System. The incumbent operates on a broad delegation of authority with independence of action in order to function as a supervisor for pharmacy technicians in the acute care settings and ensure compliance with legal, safety and security requirements, as well as other regulatory requirements.ResponsibilitiesAs a Pharmacy Technician Supervisor, the incumbent is responsible for all personnel actions, reviews and administrative functions for assigned staff, as well as planning, organizing and reviewing work performed by pharmacy technicians, resolving personnel matters, and dealing effectively and professionally with employees and union representatives in regards to employee-management concerns. Functions include, but are not limited to: Responsible for managing and directing the daily activities and performance of GS-5, GS-6, and GS-7 pharmacy technicians, administering personnel matters and dealing effectively with employees and union representatives in regards to employee-management concerns in a 1c complexity healthcare system. Responsible for developing schedules, planning and granting leave and rotating duties of pharmacy technicians to ensure proper distribution of work assignments and adequate manning for performance of duties. Manage overtime requirements based on work load and staffing in order not to exceed budgetary goals. Assess workload volume in outpatient and inpatient areas throughout the day, to identify backlogs and make staffing adjustments as needed to meet organizational goals. Develop performance standards that are realistic, challenging and support the organizational mission, vision, and goals. Nominate staff to receive awards and initiates disciplinary action and/or separation based upon performance and/or conduct. Analyze, develop and implement strategies to continually improve performance and quality. Assist in the preparation and/or revision of management reports, policies and procedures, departmental goal planning and quality improvement activities. Develop, update and review Standard Operating Procedures (SOP) for all technician duties in accordance with manuals, directives, and medical center memorandums. Assist in the review and update of medical center policies pertinent to pharmacy operations. Responsible for training, orientation and re-training of pharmacy technicians to Pharmacy Service policies and procedures. Responsible for reviewing each subordinate's competencies within applicable areas of assignment on an annual basis. Any deficiency is properly noted and training/re-training is scheduled in a timely manner. Education or Experience: A high school diploma or equivalent; or at least 3 months experience. Certification: Certification by the National Pharmacy Technician Certification Board (PTCB) is required. English Language Proficiency: Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Grade Determinations GS-8:One year experience at the next lower level and must fully meet the KSAs at the next lower level (GS-7). Ability to evaluate, analyze workflow, and coordinate work activities. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment. Comprehensive knowledge of the procurement and formulary process. Comprehensive knowledge of investigational drug policies and procedures. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures. Comprehensive knowledge of, and ability to, analyze data in VA information systems. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (): Knowledge of human resource management policies and procedures, and the ability to supervise various levels of pharmacy technicians and other technical personnel (for supervisory assignments). Ability to apply management and leadership principles. Ability to communicate orally and in writing. Extensive working knowledge of the pharmacy operation. Ability to assess staff needs and provide appropriate training. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this level may be assigned supervisory positions or assignments as lead technicians in a highly complex area of the pharmacy. The GS-8 level is for very select, complex pharmacy technician positions as established by each health care facility. To be advanced, employees must meet all of the following standards, provided the standard is part of their assignment. Creditable Experience. To be creditable, the experience must have required the use of knowledge, skills, abilities, and other characteristics associated with the scope of pharmacy technician practice.Quality of Experience. To be creditable, pharmacy technician experience must be documented on the application and verified in an employment reference, or through other independent means.Part-time Experience. Part-time experience as a pharmacy technician is credited according to its relationship to the full-time workweek. For example, a pharmacy technician would receive 1 week of full-time credit for each 2 weeks of half-time work. Physical Requirements: The work involves regular and recurring physical exertion including walking, bending, prolonged standing, stooping, lifting and carrying packages weighing up to 40 pounds.
