The Membership Administration Case Excellence (MACE) Team performs detailed and extensive research to resolve escalated issues from consumers related to their Health Benefit Exchange Plans. These issues are received through multiple channels such as regional escalations, state or federal benefit exchanges, regulatory agencies, Better Business Bureau, congressional, legal, media, executive escalations or complex cases from members. Issues may be related to coverage, access to care, financial, which may have been caused by process, agent, consumer or system errors. The MACE team is the last stop in the member issue escalation chain at Kaiser Permanente, and as such is responsible and accountable to ensure that all issues are diligently addressed and resolved once and for all. This responsibility includes due diligence, analytical abilities to be performed in a timely manner by following established and changing processes within defined SLAs while maintaining quality of work and compliance and productivity goals. Among the resolution steps, the analyst is required to accurately figure out and document the root cause of the issue. The candidate is expected to be able to properly resolve 7-10 cases per day.Business Consulting: Includes analysis/evaluation of business and/or system process and functional requirements, development of business cases, client support during system development and implementation, development and maintenance of service level agreements. Develops relationships with upstream and downstream business partners. Develops/maintains and changes business processes, and understands the business processes of assigned partners and how they relate to our functional areas. Develops and recommends changes to business processes.Essential Responsibilities:

Knowledge of application of standard principles, theories, and techniques.

Uses professional concepts and company policies and procedures to solve a wide range of difficult problems in imaginative and practical ways.

Demonstrates development of positive relationships with peers.

Understand their functional area business processes.

Is assigned to investigate, document, and analyze client requirements in project areas such as: new/existing business operating models with innovative approaches to applicable department solutions support, market research of emerging or available product functionality and operational readiness assessment.

Assesses scope and impact of client business needs.

Support Business Case Development.

Participates in the analysis of client business processes and functional requirements and in the preparation of appropriate documentation to communicate and validate the information.

Participates in workflows, process diagrams and gap analysis.

May assist in the development of project plans.

May use the associated project planning tools.

Bachelor's degree in business/health care administration or related discipline OR four (4) years relevant experience.

High School Diploma or General Education Development (GED) required.

License, Certification, Registration

Additional Requirements:

Business analysis or project analysis experience.

Knowledge of platforms assigned to the functional area.

Identifies and documents functional and/or divisional, requirements, workflow, information sources and distribution paths, and system/process specifications.

Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:

Bachelor's degree in business/health care administration or related discipline.Additional position requirements:

Ability to handle continuous changes in a team collaboration environment, where the candidate is expected to learn quickly, work as a team and speak up when any issues or trends are observed that may affect multiple consumers. This collaboration includes different stakeholders within Kaiser Permanente, Health Benefit Exchanges, Members (via member outreach) and external vendors (business partners).

The candidate to be local in San Diego, and whereas the current shelter at home is temporarily in place, at any day this may change and the candidate must be available to work at the California Service Center (CSC), business as usual.

Intermediate Excel proficiency (includes proficiency in formulas, pivot tables and data filtering and matching such as vlookup), and 30+ WPM typing skills.
