DEFINITIONOPEN/PROMOTIONAL OPPORTUNITYMONTHLY SALARY RANGE:$5,359.15 - $5,633.57 - $5,921.82 - $6,225.07 - $6,544.44 - $6,879.97FLSA STATUS: Non-ExemptTENTATIVE EXAMINATION DATE: Week of November 2, 2020 (Candidates must appear in person for the examination)The City of Stockton Community Development Department is seeking to fill a Senior Building Inspector position. The ideal candidate will perform more complex structural and combination building inspections requiring the use of considerable independent judgment and initiative. This class is distinguished from other classes in the Building Inspector series by the responsibility assumed for mentoring other inspection staff, as well as performing more complex duties. The ideal candidate will have the ability to act as a partner with customers on large and complex projects through completion of construction. Incumbents must be able to work well with others in a team environment and possess great customer skills. Incumbents work a 9/80 work schedule Monday through Thursday 7:00 am to 4:30 pm and Fridays 7:00 am to 3:30 pm with alternate Fridays off.Incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and are represented by the Stockton City Employees' Association. These lists may be used to fill future vacancies.Prior to appointment, eligible candidates may be required to submit to and successfully pass a background investigation, which will include fingerprinting.Under direction, plans, directs, and reviews the work of assigned inspectors; acts as a technical expert and performs highly skilled specialty inspection work involving the interpretation and enforcement of codes and regulations for building and related health and safety areas; performs related work as assigned.CLASS CHARACTERISTICSThis class is a lead class in the Inspection series, independently planning and directing work in assigned specialty areas. Assignments involve the more complex inspections in the specialty area. Incumbents are expected to have a high degree of technical expertise and exercise considerable independence and discretion on assignments. The class differs from Supervising Combination Inspector in that the latter has overall supervisory responsibility for building inspection programs and activities.PRINCIPAL DUTIES (Illustrative Only)

Provides work assignment, direction, and review for assigned inspectors; trains staff in inspection work and techniques and provides input in performance evaluations.

Serves as a departmental expert in area of specialty and assists and instructs other inspectors in area of technical expertise as requested.

Reviews construction documents for residential, commercial, and industrial construction; ensures compliance with applicable codes and regulations; approves final inspection certifications.

Conducts inspections of construction or remodeling work under permit to enforce building and foundations, health and safety, and related codes and regulations to ensure safe application and installation practices; makes final inspection to clear permits.

Prepares detailed reports on building conditions and violations.

Advises property owners, contractors, and others on matters relevant to construction and repair methods and materials; interprets codes and regulations and explains inspection programs; investigates and resolves complaints and problems.

Inspects sites and buildings before construction or alteration to determine practicability of plans, compliance and regulations, and validity of permits.

Cooperates with fire prevention personnel to enforce the maintenance of safe fire and life safety regulations.

Makes inspections of existing buildings for hazardous conditions, structural failures, or the need for maintenance or repair.

Prepares warning letters to negligent owners or contractors and carries negligent cases through prosecution channels in situations of non-compliance.

Maintains records and files of permits and inspections made; may perform field surveys.

Maintains current knowledge of new construction methods, materials and techniques, and codes and regulations governing building inspection.

Assists in budget, goals, objectives, and work program development in assigned functional area.

Drafts recommendations for code and/or ordinance changes or standards in area of specialty.

MINIMUM QUALIFICATIONSEducation/Experience:Possession of a high school diploma or GED and three years of journey level building inspection experience equivalent to the City's class of Combination Inspector II.Other Requirements:Must possess a valid California Driver's License. An ICBO Combination Inspection Certificate and a specialty certificate in area of expertise are desirable.Knowledge of:

Principles and methods used in building construction craft areas including plumbing, electrical, mechanical, building construction, foundations, remodeling, and zoning;

Applicable laws, ordinances, and codes;

Appropriate safety and fire prevention methods in construction;

Building construction practices, materials, and plans and the methods involved in construction and building inspection; and

Basic supervisory principles and practices.

Skill in:

Scheduling, assigning, directing, and reviewing the work of others and training others in work procedures;

Providing expert technical assistance in area of specialty;

Reviewing plans and specifications for building related construction and determining practicability of plans, compliance with regulations, and validity of permits;

Performing thorough and accurate inspections, alteration or repair of buildings, construction, and enforcing a wide range of building, zoning, and related codes and regulations;

Reading and interpreting plans and specifications and detecting deviations from approved plans;

Dealing courteously and communicating effectively with a variety of individuals in the course of work, including resolving job-related problems with property owners and contractors, architects, engineers, realtors, and representatives of lending institutions and utility companies;

Maintaining accurate records and preparing clear and concise reports and documentation; and

Exercising sound independent judgment within established guidelines.

THE EXAMINATION:Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include an oral examination weighted 100%. However, the City reserves the right to utilize alternative testing methods, including a training and experience review, if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time and, if same, then arranged alphabetically.
