SummaryThe above full performance GS-13 Biomedical Engineer (Clinical) serves in the VISN 23 Biomed Service Line at the Minneapolis VA Medical Center. The Biomedical Engineer supports healthcare technologies that extend across the VISN. As such, the incumbent will spend time physically at each location, as well as furnish technical support virtually from the Network-based location. A recruitment/relocation incentive may be authorized for highly qualified candidates in accordance with agency policy.ResponsibilitiesMajor duties include, but are not limited to: Planning, designing, and implementing programs, projects, studies, and other work to support healthcare technology across the Network. Collaborating extensively with clinical program managers, Network Officers, and others in order to manage technical and administrative aspects of the programs. Serving as a technical expert and advisor on Biomedical Engineering issues and aids in the biomedical engineering support provided by biomedical staff across the Network. Providing assistance to the clinical staff in selection, deployment, and utilization of medical equipment. Leads technology assessment of medical equipment systems by working collaboratively with medical staff to evaluate market offerings, determine VISN requirements, design system configurations, and develop specifications. Coordinating implementation of medical technology including assessing site preparation requirements, managing project activities and timelines, monitoring installations, facilitating training of equipment operators and maintainers, and ensuring compliance with OIT requirements. Facilitating service support of medical equipment, while identifying opportunities and recommending action to improve service delivery and cost containment. Managing recurring technical support of specific technologies and actively collaborating with clinical service lines to optimize effectiveness of the systems. Coordinating technical support of specific VISN 23 technology, including corrective and preventive maintenance. Applying expert knowledge to rapidly restore systems to full operation. Performing hands-on technical support and is the recognized expert in certain technical systems. Training Biomedical staff at each facility. Establishing consistent methodologies, protocols, and procedures across VISN 23 in Biomedical Engineering. Monitoring and reporting to allow the VISN and facilities to meet the requirements set by accrediting organizations such as The Joint Commission, the College of American Pathologists (CAP), and others. Consulting on construction projects, information technology projects, space functional changes, and associated planning with respect to medical technologies and clinical-related technologies. Participating in medical technology management and equipment procurement processes include "right-sizing" equipment functionality, actively participating in the development of technical specifications, evaluating technical proposals, and contributing to price negotiations. Education and /or Experience: (A)Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR, (B)Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above. English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, VA handbook 5005 Part II Appendix G38. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: Certified Clinical Engineer or Healthcare Technology Manager Grade Determinations: GS-13 Biomedical Engineer, (Clinical) Experience. Completion of at least one year of experience equivalent to the next lower level which is the Full performance level at the GS-12, and must be fully meet the KSAs at that level. Including: i. Ability to implement and/or sustain an equipment management or biomedical research program that meets The Joint Commission (TJC), National Fire Protection Association (NFPA), or other applicable regulatory requirements.] ii. Ability to develop material for a continuing education program for clinical or research staff, that address the principles and application of medical technology, and/or biomedical theory used in healthcare. iii. Ability to advise staff on emerging medical technology, or research procedures, while keeping abreast of changes in such technology, and utilizing the information to solve biomedical engineering problems. iv. Knowledge of basic project management principles, as applied to the healthcare setting and medical equipment, and information system implementation.(b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. In addition, the candidate must demonstrate the following KSAs and potential to acquire the assignment specific KSAs designated by an asterisk ().] i. Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment. ii. Knowledge and capacity to support the most complex and specialized clinical technology including service, system administration, training, and quality assurance.iii. Knowledge of, and the ability to interpret and apply complex codes, regulations, guidelines, and standards associated with the biomedical engineering field. iv. Ability to develop and implement policies that are consistent with organizational objectives. v. Ability to communicate and work collaboratively with key stakeholders, including technical and professional staff at various levels of the organization.
