Project Description:Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.UPF is scheduled to be completed by 2025 within a $6.5 billion budget and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.The UPF Project works various schedules with differing start times depending on project needs. During subcontract performance for fieldwork, the schedule shifts to 4x10’s to align with Construction Labor Agreement work hours. This position may require additional overtime hours as deemed necessary.Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete a security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.Role OverviewPlanning, formation, administration, and close-out of large, moderately complex service and construction type subcontracts in accordance with established policies and procedures. Performs tasks as assigned to include, but not limited to, planning, bidder prequalification, development of bidder lists, development of bid solicitation packages, bid analysis, negotiations, administration, change management, and close-out of service and construction type subcontracts. Tasks may include cradle-to-grave or managing the turnover transition of the awarded subcontracts for field administration. Assists with the development and enforcement of master pro-forma documents.Participates in planning, work hour calculations, and budgeting as it relates to project subcontracting activities.

Develops and monitors project work-hour estimates and master contracts forms.

May provide guidance to project team personnel, during the planning, bid, evaluation, award, administration, and close-out phases when required by workload, complexity or other factors.

Participates in the planning, staffing, training, and development of subcontract personnel.

Reports directly to the Subcontract Manager / Supervisor.

Receives technical and functional guidance from the Subcontract Manager / Supervisor.

May provide guidance to subcontract formation and/or subcontract administration personnel.

Maintains contact with management and participates in negotiations with bidders and subcontractors.

Works closely with Subcontract Coordinator / Subcontract Technical Representative (SC/STR), safety, quality, security, project controls engineers, Project Managers, etc., who have been assigned subcontract management tasks in accordance with the Division of Responsibility (DOR) matrix.

Note: This is a short-term assignment with a duration, just under 1 year.Principle responsibilities include, but are not limited to:Implements the DOR matrix which records the project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures (SWPP) applicable to subcontract administration.

Planning, formation, bid, evaluation, award, administration, and closeout of assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected schedule, financial or technical difficulties or concerns.

Develops bid tabulations, bidder recommendation, and approves selection of suppliers within delegated approval authority.

Ensures all commitments are accurately presented to Management and follows established approval and signature authorities contained in company policies and procedures.

Prepare written negotiating plans and conducts negotiations as required during the evaluation, award, and administration phase, to include the negotiation of post-award changes.

Exercises execution authority within signatory authority.

Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration, and other major matters.

Maintains relationships with bidders and subcontracts personnel in order to resolve specific project problems, to be aware of current market conditions, and to inform bidders and subcontractors, when necessary, of the overall project requirements.

Maintains contact with corporate groups, functional departments, and global business unit contracts personnel.

Maintains contact with client personnel as authorized and/or directed.

Administers moderately complex subcontract changes through the development of a written negotiation plan and conducting negotiations with subcontractor personnel to arrive at a fair and reasonable settlement.

Represents Bechtel in contractual discussions of moderate complexity.

Administers information programs to ensure mutual understanding of subcontract terms and conditions.

Prepares periodic status reports for management and client personnel.

Assists with various data-calls from project management, Defense Contract Audit Agency (DCAA), Inspector Generals (IG) office, and customer/client, etc.

Basic Qualifications:Level 1: BA/BS Degree in a related field plus a minimum of 6 years of subcontract administration related experience, or in lieu of degree, 12 plus years of professional, related experience.

Level 2: BA/BS Degree in a related field plus a minimum of 9 years of subcontract administration related experience, or in lieu of degree, 15 plus years of professional, related experience.

Must be a US citizen.

Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

Must be able to obtain site security badge for access to the worksite.

Minimum Qualifications:Solid working knowledge of fixed-price family of subcontracts with stated experience in subcontracts according to procurement regulations, policies and practices.

Demonstrated administrative and organizational skills.

Demonstrated oral and written communication skills.

Experience in developing various subcontract types, fee arrangements, contract terms, and legal requirements.

Experience in developing and recommending potential solutions to contractual problems and concerns to management.

Working knowledge of contract law, negotiations, accounting, or cost engineering gained through education or work experience.

Working knowledge of Federal Acquisition Regulations (FAR) and applicable Agency Supplements.

Working understanding of Federal Contracts and the flow-down of applicable clauses and requirements.

Working understanding of Cost Accounting Standards, and determination process for applicability to the work.

Preferred Qualifications:Working knowledge of fixed-price family of construction and technical service type subcontracts with proven experience in change management requirements.

Specialized courses or experience in pricing, contract law, negotiations, accounting, and subcontract administration with an emphasis on federal contracting.

Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures, and work practices.

Solid working knowledge of Federal Acquisition Regulations and applicable Agency Supplements with emphasis on construction type subcontracts.

Solid understanding of federal contracts and the flow-down and enforcement of applicable clauses and requirements, such as labor laws, environmental laws, safety, security, quality matters.
