ICF is growing and we seek a senior leader to work on substance use and mental health solutions for our federal clients. This is a senior level leadership role that focuses on expanding ICF’s business with Federal agencies such as SAMHSA, and providing strategic and client advisory input at the National Level. For this role, only candidates who have the minimum qualifications listed can be considered. Experience Federal level experience as a team lead, Branch Chief or Division Director as well as deep connections to CSAT and CSAP are strongly preferred.If you have National level experience, consider yourself a thought-leader in Substance use/mental health policies and outcomes and you demonstrate success building relationships with Federal Agency Executives we’d love to hear from you. This is not a clinical role.Key responsibilities may include:

Meeting with Senior federal Health and Human Services (HHS) clients such as Substance Abuse and Mental Health Services Administration (SAMSHA), to engage leaders and to discuss their programs’ and organizations’ most pressing needs.

Research opportunities to improve upon existing client offerings which may include: Change management strategies, perspectives on policy, strategic community engagement, program delivery, data collection and aggregation, communications support, training and technical assistance, and contributing to qualitative or quantitative research offerings.

Collaborating with external partners, community stakeholders and other experts to ensure ICF’s offerings are responding to current and emerging needs.

Contributing to National Scale change at pace.

Utilizing your past work experiences from federal government to expand ICF’s portfolio of work in this space.

Supporting SAMHSA related new business pursuits and capture and proposal efforts by contributing to content, proposal strategy and other insights.

Partner when needed, with other ICF enterprise resources such Public Health, Housing, Child Welfare, Poverty, Education, and Data Analytics.

Creatively bringing the best of what ICF has to offer to new clients and helping us develop innovative approaches.

Minimum Qualifications:

Demonstrated network with strategic SAMHSA departments (CSAP or CSAT strongly preferred).

10+ years in a leadership role around substance use policy, mental health policy, strategy, consulting.

8+ years of experience working in SAMHSA or supporting or utilizing SAMHSA programs through a non-profit, community group or consulting firm.

8+ years of work experience in one or more of the following areas: Prescription Drug Treatment Programs, Rx Awareness, Opioid Mortality, substance misuse treatment, Under-age drinking, Adverse Childhood Experience, Co-occurring Disorders, Adolescent / Youth Mental Health, Suicide Prevention, mental health service delivery, Evidence-based approaches, behavioral health equity .

8+ years of Substance Abuse and/or Mental health domain expertise.

Bachelor’s Degree.

Ability to travel occasionally to client sites, ICF offices, and Conferences.

Preferred Qualifications:

Federal level experience as a team lead, Branch Chief or Division Director.

Advanced Degree (Master’s or PhD)

Professional Skills:

Excellent written and verbal communication skills with outstanding interpersonal facilitation and negotiation skills.

Demonstrated success developing and presenting complex ideas to expert and executive level audiences to effectively articulate customer positions, status, and strategies to senior management.

Strong analytical, problem-solving, and decision-making capabilities.
