Experience may have been obtained in the federal service, military, or public sector) which includes using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to management and program analysis; provides technical and functional assistance to the supervisor in regards to making decisions pertaining to management and program analysis; possesses the technical competencies to perform functional position requirements in management and program analysis; prepares and/or executes programs, policies, procedures and activities in management and program analysis. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-13 grade/level or equivalent position in the federal service FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: As a Program Administrator, plans, organizes, and directs an integrated AF facility portfolio of energy projects/program, ensuring OEA complies with legal and regulatory requirements and meets customer needs. Performs assignments involved in program development and evaluation. Develops and provides expertise on advances within the energy field and provides related consultant and advisor services. Serves as a member of various internal and external boards to include cross service, DoD, Secretariat, Air Staff, and other federal agencies and national laboratories to address the full spectrum of facility energy opportunities, challenges and produce cooperative solutions that support Air Force energy goals and objectives. Carries out special projects and assignments to further support the office. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
