DescriptionLeeTran is pleased to announce an exciting opportunity for a Transit Operations Manager. This position is responsible for planning, organizing, overseeing, coordinating, and managing the staff and activities of the Transit Operations Department; manages the day-to-day delivery of transportation services for fixed route, paratransit, and microtransit (Ultra); manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to the Director of Transit in areas of expertise.Duties and Responsibilities

Participates in the development and implementation of goals, objectives, policies, and priorities for the Operations Department; recommends within division policy, appropriate service and staffing levels; recommends and administers policies and procedures.

Contributes to the development, administration, and oversight of division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding as requested.

Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.

Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures. Attends grievance and employee relations meetings.

Reviews daily work schedule to ensure proper route coverage with minimal overtime impact.

Assists with opening and closing supervisor duties when needed.

Supports and promotes an organizational-wide pro-active safety culture by identifying and managing risk; reviews video surveillance and provides investigative reports as needed.

Responsible for compliance with Lee County’s Drug-Free Workplace policy and DOT regulation 49 CFR Part 40 and/or 655, including making Reasonable Suspicion and Post Accident Testing decisions.

Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.

Serves as a liaison for assigned functions with other County departments, divisions, and outside agencies.

Coordinates with local and regional agencies and responds to potential emergency situations. May serve as staff representative to the Emergency Operations Center in the event of a declared emergency.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in transportation service delivery and planning; research emerging products and enhancements and their applicability to Agency needs.

Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.

Ensures staff compliance with Agency and mandated safety rules, regulations, and protocols; assists Safety Coordinator with recommendations for corrective actions and root cause analysis, verifying mitigation measures put in place are effective.

Performs other duties as assigned.

Education, Experience, Licensing

Requires any combination of education and experience equivalent to seven years of increasingly responsible experience in the management or administration of a regional or local transit system or closely related experience, including one year of supervisory experience.

Prefer three years of supervisory experience.

Possession of a valid Class A or B CDL with no Air Brake restriction and Passenger Endorsement OR a valid Class A or B CDL Permit with no Air Brake restriction and Passenger Endorsement prior to offer.

Must obtain a Florida CDL Class B License with Passenger Endorsement and no Air Brake restriction within 90 days of hire date.

Supplemental Information

Experience in transit system operations, including bus operation, pre-trip / post-trip inspection, proper bus safety and maintenance inspections procedures.

Strong communication skills required with the ability to provide information and instruction verbally and in writing.

Ability to perform light physical work including the installation of signage and lifting equipment and supplies up to 50 pounds.

Ability to establish and maintain effective relationships with the general public and other County personnel.

Ability to utilize and troubleshoot onboard technology, including mobile data tablets and GPS.

Ability to continue with education and training for new technologies as they are introduced.

Knowledge of Florida Administrative Code 14-90 and federal and state regulations regarding transportation to include compliance with ADA requirements.

Strong computer skills and ability to use general office equipment and Microsoft Office Suite; working knowledge of programs such as Routematch, Clever, AngelTrax Video Suite, Uber Transit platform, Accela, and Genfare preferred.

Ability to exercise independent judgment and initiative in daily activities.

Compassionate demeanor with the ability to work in a sensitive manner with passengers with various disabilities.

LeeTran operates seven days a week, including some holidays. Normal hours of operation are 3:00 a.m. - 11:00 p.m. (1:00 a.m. in season). Normal days and hours of work for this position are Monday through Friday, 8am - 5pm with the ability to adjust based on operational needs.
