Title: Proposal and IDIQ Business Development ManagerLocation: Merritt Island, FLClearance: Secret EligibilityCitizenship requirement: U.S.Req #: 3327Salary: $70,000 - $120,000 Job Summary:The Proposal and IDIQ Business Development Manager oversees the company's IDIQ Proposal Development, primarily responsible for establishing Government contacts, coordinating IDIQ schedules from multiple IDIQ contract vehicles, writing, editing, and producing proposals, technical documents, and company communications. Must be an expert in the use of Microsoft Office applications and have exceptional writing, grammar and interpersonal skills. Work closely with leadership, capture managers, business developers, line managers, engineers, and subject matter experts to develop proposal documents. Develop/Lead past performance volumes; provide writing support for other volumes and sections as required.Essential Duties and Responsibilities:Proposal Management
Analyze RFP requirements and develop an overall response unique to the customer requirements and following company philosophies and strategic goals.
Create, review, proof-read, and edit assigned sections of responses to RFPs, RFIs, and RFQs; presentations; reports; technical papers and marketing materials.
Produce compliance matrix and ensure compliance with requirements of government RFPs, RFIs, and RFQs.
Assist in analyzing the RFP/bid requirements against the proposal outline to ensure both compliance and responsiveness.
Provide production support including desktop publishing, reproduction, and quality control checks
Assisting other authors, reviewers, and technical staff in outlining, writing, editing, and formatting proposals and other documents
Perform the following:
Gather information from the company and public sources, Subject Matter Experts, management/technical staff, and capture/proposal documents, and organize them for compliance with requirements.
Interview engineers/SMEs/program personnel, research company materials, and analyze existing boilerplate text to develop customized, detailed writing for government procurements.
Integrate relevant elements of a winning strategy, themes and discriminators, and competitive assessments into proposal sections
Analyze proposal sections for consistency and clarity, compliance with RFP/RFI/RFQ requirements, and alignment with proposed solutions and themes
Develop and assist with document layout and formatting.
Participate in the development of proposal strategies and themes.
Assist Capture Manager in all proposal efforts and activities.
Work with Capture Manager to prepare a plan for the proposal development stage including outline, requirements traceability, and past performance.
Participate in proposal reviews and make edits and adjustments
Organize material and write proposal inputs to meet RFP requirements and specifications regarding order, clarity, conciseness, style, and terminology.
Edit material for structure, completeness, accuracy, organization consistency, and appropriateness of the content. Recommend changes in scope, format, and content, restructuring, and rewriting as required.
Tailor standardized offerings as needed to meet customer requirements. Create, modify, or edit visual materials such as photographs, drawings, sketches, diagrams, or charts to illustrate the offering.
As required, review the work of other writers and graphics and production personnel to ensure technical accuracy, clarity, and quality.
Integrate technical, past performance, and cost/pricing volumes into a cohesive, compliant, winning value-add proposition/proposal, complete with interior and exterior graphics and overall presentation.
Train proposal teams in corporate standard processes for proposal development and provide daily direction to proposal team members and subcontractors
Format content, develop, and create/modify/integrate graphics and photographs, generate production-ready proposals and other documents, and create hard and soft copy deliverables using Microsoft Office products.
Support the Proposal Center of Excellence (CoE) by creating and/or maintaining:
CPARS
Past Performance Information
Proposal Library
Content Library
Templates
SOPs
Other tools/materials
Configuration integrity including version control of evolving proposal artifacts using SharePoint
Other duties as assigned.
Business Development:
Conducts market assessments, identifies opportunities, and evaluates and prioritizes these opportunities following the company's ability to pursue and win.
Develop, leverage, and maintain strategic relationships with customers and contractors to enable the best positioning of offerings.
Represents the company at designated conferences, workshops, and symposiums as required.
Help determine a price to win for RFPs
Required Qualifications:
Ten years’ experience in responding to US Government RFPs and proposal development with demonstrated increasing levels of responsibility and a proven track record.
Must be a self-motivated, high-energy, organized individual with excellent time management skills and the ability to prioritize to meet critical deadlines.
Computer expert, ability to use and learn computer applications (Microsoft Office Suite, and Adobe Applications).
Exceptional written/grammar communication skills.
Exceptional Interpersonal skills
Good time management skills and ability to multitask.
Working extended hours under intense schedule pressures when needed to meet deadlines.
College Degrees must come from a school that is accredited in the discipline of the degree to be considered.
Preferred Qualifications:
Relevant experience related to Federal/DoD/NASA and/or Commercial bid and proposal development preferred; aerospace/technical experience is a plus
Formal training in proposal writing and development (e.g., Shipley proposal development courses) is preferred.
Able to reason, plan, direct, conduct and evaluate situations to make appropriate recommendations and take actions beneficial to the program and the company as a whole.
Must display tact and self-discipline necessary to interface effectively with customers, all levels of management, employees and the general public.
Ability to work in a fast-paced, high-stress environment, while maintaining a good working relationship with all members of the team, all customers, and management.
College Degree in English-based discipline.
