Summary This position is located in Dry Tortugas National Park, in the Resource Management Division. Open to the first 50 applicants or until 09/15/2023 whichever comes first. Responsibilities This position serves the Supervisory Natural Resources Specialist for Dry Tortugas National Park. Working under the guidance and direct supervision of the Park Manager, the Supervisory Resource Manager serves as a principal advisor to the Park Manager regarding the management of the park's ecological and natural resources. Incumbent leads, manages and oversees the park's natural resource management program, including: fisheries management, water quality, inventory and monitoring of marine plant and animal communities; management of endangered species and their habitats; management of invasive plant and animal species; ecological restoration of marine, estuarine, and terrestrial environments. Carries out program management duties to include development of workplans and schedules, scopes of work, funding estimates, and proposals to further program goals. Manages an annual budget for the park's natural resources program and remains current with status of personnel services, contracted services, supplies purchases, and related program expenditures. Administers and tracks funding related to grants and projects, and ensures the preparation of completion reports. Serves as a subject matter expert on natural resource topics for project reviews and leads preparation of relevant sections in Park Management Plans as well as Environmental Assessments and Environmental Impact Statements. Coordinates research and develops working relationships with scientists from academic institutions and Florida Fish and Wilderness Conservation Commission, Florida Department of Environmental Protection, Florida Keys Marine Sanctuary and others performing work in the Florida Keys region. Employs a full range of supervisory duties over a professional and technical staff. Plans work to be accomplished, sets and adjusts short-term priorities and prepares annual work plans. Assigns and reviews work, monitors performance, develops performance standards and evaluates work, hears, and resolves complaints from employees. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 18 nights per month. You must obtain a government charge card for travel purposes. Travel is primarily between Key West, FL and Dry Tortugas, which is a 68 mile boat/seaplane ride. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications Requirements Continued The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Must be able to obtain and maintain NPS Blue Card (SCUBA) Certification within 1 year of Entrance On Duty. In order to obtain and maintain a NPS Blue Card employee must be able to meet the physical requirements of the certification. Must be able to obtain and maintain Motorboat Operator Certification Course certification within 1 year of Entrance on Duty. Qualifications All qualifications must be met by the closing date of this announcement-09/15/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the of the following minimum qualifications by close of the announcement: BASIC REQUIREMENTS: This position requires one of the following: Degree: in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. TRANCRIPTS MUST BE UPLOADED. OR Combination of education and experience: Courses equivalent to a major, as shown in the degree requirements above, plus appropriate experience or additional education. In addition, to qualify for this position, you must possess the following specialized experience: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Providing leadership, supervision, expertise, and support for a team of technical experts, and is responsible and accountable for developing and implementing a natural resources program for a large conservation or preservation focused organization. Serves as the principal National Environmental Protection Act (NEPA) compliance coordinator. You must include hours per week worked. There is no educational substitution at the GS-12 grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The position involves both office and field work. Work frequently demands field conditions of moderate to heavy physical stress including operating motor vessels. The incumbent may work under extreme heat and humidity. Duties include lifting of moderately heavy items, wading in shallow water with soft substrate, and swimming, snorkeling and SCUBA diving. Incumbent is part of the park's dive program and will thus be responsible for keeping within relevant standards. Working Conditions: The work environment is primarily conducted in office settings with occasional field work. The field setting is primarily aquatic (marine and estuarine) with some work carried out on vegetated islands. Field work can include diving and snorkeling in cold to warm conditions and hiking while collecting natural resource data in written and electronic formats. Field work involves moderate risks and discomforts such as those due to travel in small aircraft or watercraft. Environmental conditions are set by the subtropical setting of South Florida which features mild and typically dry winters and hot and humid summers. The incumbent must be able to become NPS SCUBA certified within one-year after appointment. The incumbent must be able to become NPS Motorboat Operator within one-year after appointment. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
