The incumbent will be responsible for the development and execution of effective stakeholder engagement strategies that support constructive DoD-wide relationships with Government and industry stakeholders that enable DTMO to accomplish its missionResponsibilitiesAs a PROGRAM ANALYST (STAKEHOLDER ENGAGEMENT) at the GS-0343-14 some of your typical work assignments may include: The Program Analyst in the Stakeholder Engagement Team is responsible for three functional areas which include stakeholder engagement; strategic communications; and digital strategy and solutions. The Program Analyst is responsible for developing and implementing successful stakeholder engagement strategies for DTMO and the defense travel enterprise. This involves designing strategies to better assess and improve the overall traveler experience, providing insight into the gap between product/service delivery and customer and stakeholder expectations. The Program Analyst identifies outcome-based measures as an indicator of the operational success of DTMO's stakeholder engagement and communications strategies. The Program Analyst is responsible for developing and implementing strategic communications that support all DTMO and DoD-wide travel programs and strategic initiatives. This involves conducting stakeholder analysis, determining communication goals and objectives in support of travel programs and strategic initiatives, and identifying appropriate vehicles of communication. Communications plans outline key business processes for engaging and communicating with stakeholders including capturing stakeholder feedback and concerns. The Program Analyst is responsible for developing key messages; determining the frequency, timing, and methods for delivering key messages to stakeholders to facilitate change management; documenting and tracking key communications plan activities to achieve DTMO overall business objectives; and developing and executing communication techniques to overcome resistance to change and create buy-in. The Program Analyst ensures consistency of organizational branding and messaging in all communications products to reflect current and accurate information; provides quality assurance of all briefing materials used by DTMO leadership and employees for consistency of information and data at all levels and for all programs, strategic initiatives, and other projects; and ensures all communications efforts remain focused on branding strategies for travel programs and travel modernization efforts. The Program Analyst is responsible for the integration of a digital presence into DTMO's overall business, communications, and customer engagement strategies. This responsibility includes the overall design and content of the DTMO website, ensuring the website design is in accordance with the Federal Government's U.S. Web Design System and enhances mobile access to enable an effective social media strategy. The Program Analyst oversees the development of DTMO's Social Media Strategy that includes the development, maintenance, and execution of Standard Operating Procedures (SOP) for the day-to-day operations of DTMO social media that enable the posting of approved communications with unity of voice, timeliness, and accuracy while maintaining security and privacy to strengthen stakeholder engagement and organizational integrity.RequirementsConditions of EmploymentQualificationsYou may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Developing and executing stakeholder engagement strategies, concepts, methodologies, and techniques. Developing and executing communications strategies and plans to facilitate change management and create buy-in for strategic initiatives. Executing communications products across a wide range of communication vehicles in support of travel programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
