The Child and Family Services Program Manager is responsible for the ongoing development and management of a comprehensive system of care for behavioral health for children, youth, and families. The Program Manager will work to ensure collaborative and integrated services for behavioral health, physical health, and culture. The Program Manager provides administrative and clinical supervision for all staff working in the program.RESPONSIBILITIES:

Ensures the cultural appropriateness of services.

Management of a comprehensive and integrated behavioral health service to achieve the highest quality of services and best outcomes for clients and community. Services include but are not limited to: DHS contracts (In-Home Safety & Reunification, Parent Support, Relative Support, and Group Parenting), mental health and substance use treatment for children, youth, and families, and wraparound services. These services happen in a variety of contexts, including homes, schools, and other community settings.

Supervises all program staff (QMHP, QMHA, CADC, CRM, PSS, and other pre-licensed candidates), and creates opportunities for learning, training and professional development.

Assists with grant development and oversees the implementation of program grants and contracts.

Provides guidance, direction, and oversight of all services; maintaining collaborative working relationships with the schools, courts, Oregon Youth Authority, DHS, ICWA programs, and other community partners.

Develops and maintains relationships within NARA, across community partners, and with tribal partners to ensure their involvement in program design.

Represents NARA locally, statewide, and nationally.

Works collaboratively with all components of NARA to provide the best services possible.

Responsible for risk management, quality assurance, and adherence to compliance programs in order to achieve the highest standards of care possible.

Responsible for working with internal and external evaluators for specified components of grants and contracts.

Provides consultation between all disciplines and external sources when needed.

Ensures programs meet requirements for documentation, data collection, and report-writing.

Facilitates regular team meetings. Participate in agency and interagency meetings.

Participates in agency wide program development.

Participates and leads agency events and planning efforts.

Ensures the maintenance and care of the facility.

Perform other duties as assigned.QUALIFICATIONS:

Master’s degree required or Ph.D.

Two years with an Oregon Licensure as LCSW, LPC, or LMFT required or Licensed Ph.D.

5 years supervisory/management experience.

Must be a certified QMHP with MHACBO Board.

Management experience in mental health and substance abuse treatment; child and family experience preferred.

High level of cultural sensitivity with knowledge of Native cultures.

Excellent communication skills required.

Knowledge and experience with Oregon tribes and ability to work with the Native community.

Extensive knowledge and understanding of mental health and substance use disorders.

Ability to be effective in presenting ideas, transmitting information, conveying concepts to individuals or groups of people of varying educational, cultural and experience levels.

Ability to work flexibly as a part of a multi-cultural, multi-disciplinary team.

Motivational interviewing skills and ability to engage clients and staff at varying stages of commitment to change

Ability to maintain professional boundaries with clients, the community, and other staff members.

Work collaboratively with clients, other NARA staff, team members, and to treat everyone with respect and dignity at all times.

Experience working within the Native American/Alaska Native community is considered a plus.

If in recovery, must have a minimum of two years sobriety/clean time.

Ability to pass a pre-employment or for cause drug tests.

Ability to pass criminal background and DMV checks.
