Job Description

INITIAL PROJECT DESCRIPTION:

Supporting a Federal agency CIO responsible for implementing the necessary programs to align the IT organization, including all of the systems and infrastructure, to support the missions and activities across the Department. The Business Office is responsible for overseeing the CPIC process which allows the government to improve the allocation of limited resources to benefit the strategic needs of DHS and to comply with applicable laws and guidance for IT investments.

JOB DESCRIPTION:

The Tech BPA will focus on technical support in CPIC business functions and system support.

  • Support the creation of XML and XSL files for custom export reporting capabilities to process OMB required submissions.
  • Support the DHS Oracle Primavera Portfolio Management (OPPM) application (INVEST) to allow the agency to review, update, and submit Business Case’s, IT Portfolio Reporting Data, and monthly IT dashboard updates in accordance with the Office of Management and Budget (OMB) requirements.
  • Support and respond to the user community on INVEST questions, configuration changes/issues, OPPM issues/questions, and OMB requirements, among other CPIC related topics.
  • Create various BI reports for stakeholders, system owner, component leads within the DHS INVEST user community.

Support the design of data collection strategies, supporting business processes and reporting that minimize administrative burden and portfolio build and portfolio monitoring analyses that enable leadership to make data driven decisions. Develop customized business processes, portfolio management artifacts, templates, and analytic tools to assist agency offices with understanding the condition of project portfolios and maturing portfolio management processes

TASKS AND DUTIES:

Primary support to DHS for some of following functions:

  • Technical Business Process and Decision Analysis Support
    • Configuration and maintenance of internal SharePoint environment and supplemental Business Intelligence (BI) dashboards
    • Configure, manage and maintain the interface of OPPM (INVEST) with other applications for data to be passed to and from the different applications and that functions required to execute based on these interfaces/exchanges
    • Design, execute and implement custom solutions and perform complex analysis as needed by clients and management utilizing MS SQL Server Technologies & Microsoft.NET platform.
    • Integrate existing 1st and 3rd party APIs, and building/consuming APIs using C#.NET
    • User interface design using HTML, XML, ASPX, JavaScript and JQuery
    • Provide customization of OPPM, including the ability to write custom-built functions in JavaScript
    • Provide strategic planning, present best practices, and recommend processes on effectively applying IT management principles and guidance on producing high-quality, high-scoring business cases and standard investment reports (SIR) for IT investments
    • As Technology Business Management (TBM) evolves across the Federal Government, assist with implementing TBM business practices for IT investments
    • Analyze OMBs new Fiscal Year IT Budget Capital Planning Guidance prior to the next budget cycle and provide changes/modifications to current DHS guidance, business process, documentation, portfolio management system, and related processes related to the changes.
      • Consolidate comments received from DHS CPIC administrators and subject matter experts (SMEs) and provide feedback on the proposed changes and the potential effect to DHS business processes
      • Update the DHS CPIC Standard Operation Procedures (SOP), INVEST System User Guide, training materials and other CPIC-related documents that are posted on the DHS CPIC SharePoint site and on-line guidance that resides in the portfolio management system within 30 days of an OMB or DHS change
      • Revise the scoring template based on OMB budget year guidance and recommendations by the Government and non-Government SMEs
    • Support the Change Control Board and CPIC administrator group meetings by providing updates related to configuration changes and training.

Potential Secondary support to DHS for the following functions:

  • IT Investment Management Process and Coordination
    • Support IT portfolio management and governance of IT investment.
    • Support the OPPM application to allow the agency to review, update, and submit Business Case’s, IT Portfolio Reporting Data, and monthly IT dashboard updates in accordance with OMB requirements
  • Business Case Support
    • Support in the review and score business cases and SIRs for all DHS IT investments in accordance to the scoring criteria established by DHS
    • Support the timely preparation, validation, generation, and submission of investments to OMB and internal DHS data collection repositories on a scheduled and/or periodic basis

Qualifications

REQUIRED:

  • Associates Degree or 5 years of experience, a Bachelors in Comp SCI/Engineering preferred
  • 1-3 years college grad with programming and DB experience using SQL / XML
  • SQL or other programming language experience in designing extraction, transformation, and calculations of data for creation of XML / flat file for API upload / processing
  • Support the creation of XML and XSL files for custom export reporting capabilities to process required submissions and to the analysis of single or multiple data fields
  • Experience with developing data collection strategies and designing and implementing management analyses to produce decision-enabling information
  • User interface design using HTML, XML, ASPX, JavaScript and JQuery
  • C #,XML, XSLT, Json. JavaScript, JQuery
  • Utilizing APIs - Integrate existing 1st and 3rd party APIs
  • SQL Server database access/use
  • Web development

HIGHLY DESIRED:

  • 2+ years of experience with Oracle Primavera Portfolio Management product configuration and API experience
  • Web development
  • Integrate existing 1st and 3rd party APIs, and building/consuming APIs using C#.NET

  • Knowledge and working experience with supporting IT Capital Planning and Investment Control (CPIC), IT Portfolio Management (IT PfM), or project portfolio management processes

  • Experience building working relationships with peer and senior level managers across multiple organization and program
