Job Description

Overview:

Seeking a Senior Proposal Manager to oversee the general proposal pipeline and manage all aspects of select responses to federal proposal requests.

Detailed Job Responsibilities:

  • Oversee the general proposal pipeline and ensure proposal resources are assigned to each effort
  • Proactively manage all aspects of select responses to RFPs, TOPRs, and RFIs, including schedule, meetings, compliance matrices, outlines, teammate data calls, reviews, publication, and delivery
  • Facilitate the development of solution concepts using storyboards or similar techniques
  • Oversee proposal quality and use of IIA’s branding guidelines and templates
  • Manage writing assignments to deliver responses on tight schedules
  • Maintain a qualified consultant registry of proposal managers, oral coaches, writers, printers, and graphic artists and facilitate their onboarding and performance tracking for proposal efforts
  • Write select proposal sections and RFI responses
  • Track Government acquisition portals to ensure no amendments or modifications are missed
  • Coordinate lessons learned briefings after each proposal delivery
  • Develop templates for staffing, data collection, resumes, past performance, and decision gate reviews
  • Manage active proposal SharePoint site and archives

Required Skills:

  • 2+ years managing federal proposals, including large, complex bids
  • 3+ years writing federal proposals, including large, complex bids
  • Shipley or comparable proposal development training
  • Experience with all proposal volumes, including T&Cs, Pricing, Staffing, Resumes, Past Performance, Management, and Technical
  • Facilitate the development of solution concepts using storyboards or similar techniques
  • Understanding of pricing strategies, staffing models, and bases of estimates
  • Excellent English grammar editing and proofing skills
  • Ability to translate complex technical topics into plain English and graphics
  • Ability to work collaboratively with capture, technical, and functional staff, as well as teammates
  • Outstanding analytical, communication and organizational skills
  • Sound business judgment
  • Strong work ethic and ability to juggle multiple high priority tasks
  • Willingness to work extended hours and weekends if needed to deliver response on time
  • Manage and track multiple opportunities to ensure no amendments or modifications are missed
  • Schedule and facilitate team meetings
  • Work for proposal manager or independently, depending upon the assignment
  • Develop templates for staffing, data collection, resumes, past performance, and decision gate reviews
  • Manage proposal SharePoint site

Qualifications

Preferred Skills:

  • Graphics, SharePoint, or web development skills
  • Technical knowledge of IT, data analytics, cybersecurity, R&D, or systems engineering
  • Knowledge of federal acquisition regulations or product licensing
  • Market knowledge of specific federal agencies
  • Knowledge of federal market intelligence tools
  • APMP Certification

Education:

BA or BS degree, preferably in English, IT, or engineering topics

Additional Information

This positions requires the ability and maintain a Public Trust Clearance. Must be either a Green Card Holder or a US Citizen to be eligible for the Public Trust Clearance.
