Job Summary

The Clinical Program Manager serves as the clinical team leader providing supervision to program staff as well as assisting the Program Manager with overseeing day-to-day operations of the program.The Clinical Program Manager ensures the delivery of quality clinical care in accordance to the rules and regulations established by the Office of Diversion and Rehabilitation for contracted agencies as well as adhering to the mission of St. Joseph Center.

ESSENTIAL DUTIES & RESPONSIBILITIES

The Clinical Program Manager’s key areas of responsibility include:

Key Areas of Responsibility:

  • Along with the Director, develop, review, and revise, as necessary all administrative policies and procedures in keeping with the program’s clinical requirements.
  • Oversee clinical service delivery, consulting regularly with the Director regarding quality control issues to maintain the highest standard of clinical services.
  • Coordinate the development of cooperative relationships with other service providers, police and public safety officers and/or any other community resources.
  • Collaborate with the Director and Program Manager in order to provide comprehensive and thorough supervision to staff.

Essential Duties:

  • Provide clinical supervision to all program/department staff.
  • Provide administrative supervision to all assigned program/department staff.
  • Participate in weekly conference calls and staff meetings.
  • Facilitate weekly clinical consultations meetings with the program staff.
  • Provide clinical insight and intervention ideas to program staff to best serve the clients.
  • Oversee clinical service delivery consulting regularly with the Director regarding quality control issues to maintain the highest standard of clinical services.
  • Oversee tracking of clinical needs for high needs clients to ensure appropriate and best practice services are being provided.
  • Oversee tracking of psychiatry appointments and client psychiatry needs including medications
  • Along with the Director and Program Manager, manage program activities to assure timely completion of progress notes and all forms of related to the program.
  • Provide assessment, crisis intervention, mental health and case management services as needed.
  • Along with Program Manager, collect statistics and prepare reports for funders and internal agency use.
  • Along with Program Manager, ensure that weekly, monthly and quarterly reports are submitted accurately and in a timely manner.
  • Coordinate the development of cooperative relationships with other service providers, Office of Diversion and Rehabilitation, Housing for Health, police and public safety officers and/or any other community resources.
  • Participating in other St. Joseph Center community, administrative and fundraising activities as necessary.
  • Participate in appropriate contract related meetings.
  • May be dispatched to jail settings, street outreach locations, client homes and/or homeless encampments as needed.

Qualifications

QUALIFICATIONS

Knowledge, Skills & Abilities:

  • Must be highly motivated and a self-starter.The ability to communicate with and relate to a diverse group of people including clients, community, and other staff.Must have excellent administrative and organizational skills.
  • Demonstrated ability to manage and supervise professional and para-professional staff while handling multiple tasks and relating to diverse groups.

Experience:

  • Preferred post two years licensure as an LMFT or LCSW in the state of California.Two years minimum management and supervisory experience.
  • Experience providing mental health and substance use services in a community setting with homeless or at risk population.
  • Prior experience working with currently and formerly incarcerated individuals and/or homeless individuals is desirable.

Education:

  • Master’s degree from an accredited college or university in social work, human services or a related field.

Direct Reports:

  • This position manages a team of Case Managers and potential interns. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include: providing clinical support and oversight of the program, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Computer Skills:

  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook)
  • Ability to use widely supported internet browsers.
  • Ability to use electronic health records and other various electronic data bases.

Certificates, Licenses and Registrations:

  • Valid California Class C Driver License.
  • Valid automobile liability insurance.

Travel Requirements:

  • Travel to client sessions, meetings at multiple St. Joseph Center sites, and at community partners’ locations as needed.

Additional Information

Status: Full-Time/Exempt

Salary: DOE
