This is a full-time 8 hour exempt position that is all year round.

The job of Human Resources Generalist is done for the purpose/s of providing the delivery of human resource services with specific responsibility for advising administrators/managers/supervisors in human resources practices; providing training to employees regarding policies, regulations, benefits and contract language; addressing a variety of issues and/or providing support and guidance; assisting in ensuring that human resource functions conform to all applicable regulatory requirements; and recommending improvements to Assistant Director of Human Resources.

Essential Functions

  • Administers a wide variety of personnel policies and programs (e.g. advertising positions, processing applications, verifying employment, recruitment, contracts, visa eligibility, etc.) for the purpose of conforming to district policies, relevant laws, contracts and agreements.
  • Attends legal hearings (e.g. Worker's Compensation, unemployment, etc.) for the purpose of providing testimony and monitoring proceedings.
  • Collaborates with a variety of internal and external stakeholders (e.g. payroll, insurance providers, physicians, local and international recruitment services, etc.) for the purpose of coordinating the implementation and maintenance of services and/or programs while providing excellent customer service, problem-solving and, generating recommendations.
  • Conducts investigations for the purpose of gathering multiple perspectives on issues to create recommendations.
  • Coordinates and approves employee leave benefits (e.g. Family Medical Leave Act (FMLA), Long Term Disability (LTD), sick bank, Americans with Disabilities Act (ADA), sick leave donation, unemployment reporting, etc.) for the purpose of providing maximum coverage to employees within contract and legal specifications under district guidelines.
  • Coordinates with a variety of stakeholders (e.g. district employees, administrators, departments, applicants, general public, etc.) for the purpose of providing information and assistance concerning employment, recruitment, personnel records and/or association relations and related legal requirements.
  • Coordinates employment process (e.g. recruitment, advertising, processing applications, preparing screening criteria, administering tests, scheduling interviews, enrolling new employees, determining employment eligibility such as visa and position required credentials, etc.) for the purpose of meeting district staffing requirements while complying with established guidelines.
  • Develops a wide variety of written materials (e.g. forms, procedures, brochures, pamphlets, slide show, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information and/or deploying training.
  • Formulates recommendations regarding development of NCSD salary structures, FLSA compliance and organizational structures for the purpose of bringing the salaries up to market and aligning internal equity.
  • Leads continuous improvement efforts in assigned areas (e.g. engaging personnel, performing needs assessments, identifying improvements, recommending and implementing changes, etc.) for the purpose of meeting department goals.
  • Maintains strict (or complete) confidentiality on personnel and student issues (e.g. personnel records, medical records, surveillance videos and images, student data, confidential communication, etc.) for the purpose of protecting personal information for staff and students.
  • Maintains and aligns a variety of manual and electronic documents, files and records (e.g. vacancy lists, applicant tracking, personnel forms, employee files, staff tracking, etc.) for the purpose of providing accurate information in compliance with established guidelines and ensuring confidentiality.
  • Mediates conflicts between district staff for the purpose of resolving issues and healing relationships.
  • Monitors federal, state and local statutes and related governing employment guidelines (e.g. compensation, benefits, pre-employment screening, licensing, etc.) for the purpose of recommending board policy and administrative regulation, and standard operating procedures revisions.
  • Monitors assigned department activities and a variety of processes (e.g. staffing allocations, certifications and credentials, temporary services, employment eligibility, reviewing internal equity, new job descriptions, salary schedules, employee leave benefits, etc.) for the purpose of ensuring accuracy and practices are followed in compliance with federal and state legal requirements.
  • Participates in meetings that involve a range of human resource issues (e.g. personnel actions, regulatory requirements, incentives, supplemental compensation, actions involving outside agencies, inter-department needs, etc.) for the purpose of developing recommendations and/or supporting other staff.
  • Participates in workshops and seminars for the purpose of conveying and/or gathering information required to perform functions.
  • Presents information on a variety of human resource topics (e.g. employment requirements, association relations, general district benefits offered, etc.) for the purpose of conveying information and/or making recommendations regarding district services.
  • Processes documents and materials for the purpose of disseminating information to appropriate parties.
  • Recommends and enforces policies, regulations, and guidelines in assigned area/s for the purpose of securing general information for planning and/or responding to requests and meeting the District's goals and objectives in compliance with federal and state legal requirements.
  • Responds to written and verbal inquiries from a variety of internal and external sources (e.g. payroll, social security, Medicare, status of claims, Wyoming Retirement, insurance, leave eligibility, etc.) for the purpose of resolving problems, providing information and/or referring to appropriate personnel and/or identifying the relevant issues and recommending or implementing a remediation plan.
  • Reviews salary adjustments for conformance to established guidelines, policies and practices for the purpose of ensuring all salary adjustments are correct.
  • Serves as a liaison to schools and departments for the purpose of conveying and/or gathering information required for district operations and ensuring compliance with legal as well as board policies and administrative regulations.
  • Supports the Associate Superintendent of Human Resources and department staff (e.g. market studies, internal equity, salary schedules, federal, state and local policies such as FLSA, FMLA, ADA, etc.) for the purpose of assisting in the performance of their work activities.

Education: Bachelor's degree in a job-related area

Certificates and Licenses: Ability to acquire aPHR (Associate Professional Human Resources) Certificate within five years of start of position
