GENERAL DESCRIPTION:

The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, seeks an Appraiser in our Field Services Division. OSLI manages approximately 3.4 million surface acres of state trust land spread throughout Wyoming – lands held in trust by the State to produce revenue to support public education and other designated beneficiaries.

The appraiser performs appraisals, appraisal reviews, and consulting services for the acquisition, disposal, leasing, and permitting of state trust lands and institutional lands, including requests for appraisal services from other OSLI divisions and state agencies, and conducts field inspections related to valuation and lease compliance on all manner of surface and sub-surface leases and permits. The appraiser is tasked with providing information, market data, verbal and/or written reports to the agency's divisions and staff for use in formulating recommendations to be acted upon by the State Board of Land Commissioners and the State Loan and Investment Board, according to the objectives of optimizing and diversifying the trust's assets and revenues.Human Resource Contact: Stacie West, 307-777-6434, stacie.west1@wyo.govESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Assembles and analyzes market data and prepares appraisals and/or appraisal reviews in conformity with the Uniform Standards of Professional Appraisal Practice (USPAP) of multiple types of land offered for loan security purposes under OSLI's Grants and Loans section.

  • Assembles and analyzes market data and prepares written rental recommendations for multiple types of special use leases that comply with state statutes and agency rules and regulations to be used by other divisions within the agency and the Director to recommend feasibility of and rent for the proposed uses to the State Board of Land Commissioners.

  • Prepares written appraisals of multiple types of land in compliance with USPAP by inspecting, photographing, mapping, and confirming sales and analyzing the market data using the Cost Approach, Income Approach, and/or Sales Comparison Approach to arrive at reasonable and supportable opinions of market value for properties under the agency's sale, exchange, and acquisition program.

  • Prepares written appraisal reviews to determine conformity with USPAP and reasonableness of value determinations for the acquisition and disposal of lands under the agency's sale, exchange, and acquisition program.

  • Completes appraisal reviews, including in-agency, contract appraisals, and other state agencies' contract appraisals.

  • Assembles and analyzes market data and prepares written market value recommendations for multiple types of easements and rights-of-way that comply with state statutes and agency rules and regulations to be used by divisions within the agency and the Director to recommend the feasibility of and values for the proposed uses to the State Board of Land Commissioners.

  • Conducts field inspections, communicates the policies, procedures, and practices of OSLI, the Board of Land Commissioners, and State Loan and Investment Board to individuals or groups, and carries out other duties as assigned.

  • Conducts verbal reports as requested by OSLI management.

  • Acts as an expert witness in courts of law.

  • Collaborates on special projects with other state and federal agencies.

Qualifications

PREFERENCES/AGENCY REQUIREMENTS:

Preference may be given to candidates with a Certified General Appraiser Permit.

Agency requires that the successful applicant complete continuing education courses necessary to maintain state certification.

Agency requires that the successful applicant possess and maintain a valid driver's license.KNOWLEDGE:

  • Knowledge and understanding of the principles and practices of real estate appraising, as applied in the valuation of multiple real estate property rights, types, and interests, including easements and rights-of-way, as developed and taught by the American Society of Farm Managers and Rural Appraisers, the Appraisal Institute, and other professional appraisal organizations.

  • Knowledge and competent execution of the Uniform Standards of Professional Appraisal Practice (USPAP) Standards 1 and 2 as promulgated by the Appraisal Foundation and applied in real property appraisals and USPAP Standard 3 as applied in real property appraisal reviews.

  • Knowledge of the State Engineer's Office's principles and practices as related to municipal, industrial, and agricultural water rights and water uses, including the valuation and leasing of those rights and uses.

  • Knowledge of Wyoming's energy and mineral industries, including oil and gas development, coal mining, coal bed methane development, uranium, and other surface and subsurface mining, related to the valuation and leasing of the rights associated with those uses.

  • Knowledge of real estate lease management, administration, and bonding of residential, commercial, industrial, and agricultural surface and subsurface rights and interests.

  • Knowledge of soil types and vegetative types, classifications, and development limitations, and the reclamation of residential, commercial, industrial, and agricultural sites.

  • Knowledge of current practices associated with range management and farm and ranch management related to land valuation and leasing.

  • Knowledge of legal descriptions using rectangular surveys or metes and bounds survey descriptions, mineral surveys, and the reading and interpretation of topographical maps and aerial photography.

  • Knowledge and skill in the use of various computer applications including, but not limited to, Google Suite, Microsoft Office, Salesforce, AgWare, ArcGIS, and Adobe Acrobat, in developing reports, evaluations, and leasing recommendations and in the review of real estate appraisals.

  • Skills in various mathematical techniques as applied in the valuation and leasing of multiple types of surface and subsurface real property rights and interests associated with residential, commercial, industrial, and agricultural properties.

  • Skills in technical writing and editing abilities specific to developing and reporting the valuation and leasing of multiple real property rights and interests associated with residential, commercial, industrial, and agricultural properties.

  • Ability to prioritize work quickly so that deadlines are met while maintaining quality.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree

Experience:

0-3 years of progressive work experience in (typically in Appraisal) with acquired knowledge at the level of an Appraiser.

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Appraisal) with acquired knowledge at the level of an Appraiser.

Certificates, Licenses, Registrations:

Certification may be required by some agencies.

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Extensive travel by vehicle in conjunction with a typical office setting.

  • Frequently traverse open/rugged/steep terrain on foot.

  • Occasionally perform arduous physical activity.

  • Occasional overnight travel.

  • Must be able to operate 4WD vehicles in remote/isolated locations.

  • Must be able to operate ATVs on rugged terrain.

  • Must be able to operate portable handheld GPS units to gather and map field data and verify the location and boundaries of sites, roads, pipelines, transmission lines, and other special use sites.

  • Must be able to operate digital cameras and imaging systems for use in completing field inspections and reports.
