GENERAL PURPOSE: Under general direction, directs, manages and coordinates the activities and operations of the Information Technology Department; responsible for financial, technical, service-level and human capital planning activities to deliver application, development, infrastructure, information security, architecture and transit systems technologies and services; assures departmental activities are in alignment with policy, process and procedure directives and align with other departments/offices, divisions, programs and outside agencies.ESSENTIAL FUNCTIONS:The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.• Responsible for the overall operations of IT Network Services including financial, technical and human capital planning; effectively plans resources to ensure technical and human resources align with agency and department priorities; operate secure, available, reliable services to internal staff, customers, users and agency contractors and partners.• Plans, directs, coordinates and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; manages vendors in accordance with established contracts.• Coaches, trains and motivates staff; coordinates and/or provides technical and/or interpersonal skills training; measures the performance of the department, services and staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary.• Interacts with customers to define and develop IT services that are in alignment with business and agency strategy integrating financial, human and technical controls, best practices and overall stewardship; develop and demonstrate strong business disciplines that support effective collaboration including effective meeting management, negotiation and conflict resolution skills; initiates regular dialogs with customers to deliver services within documented service level agreements.• Responsible for overall culture and working environment of the department; set the standard for professional behavior; ensure alignment and compliance with agency policies such as inclusion and professional demeanor; ensure interpersonal relations meet and enhance delivery of assigned services and technologies; ensure working environment supports collaboration, transparency and alignment with agency priorities.• Assigns personnel to various projects and directs their activities.• Responsible for Technology Asset Management:a. Lifecycle and Management of Network ; Firewalls, routers, switches, etc.b. Manages of datacenters; UPS, power consumption and planning, HVAC, Rack capacity planningc. Manages VoIP Telephony system; capacity planning, system healthd. Manages network tools used to troubleshoot overall health of Sound Transit’s network; Solarwinds, Wireshark, etc.e. Manages and oversees services provided by the Network Team and ensure customer requests are being met in a timely manner per the Service Level Agreement. Example of services are, Unified Comminutions (VoIP & WebEx), Remote site connectivity, Network design and implementation services, datacenter services, VPN, Wireless etc.• Oversees the function of infrastructure services at all Sound Transit locations, to include (but not limited to) LAN and WAN network, security controls, and remote access services.• Implements processes and practices to maintain consistency, currency, continuity, predictability, and observability of network services in the data center environment• Creates short- and long-range plans for lifecycle and capacity management for accountable service areas• Engages directly and frequently with infrastructure vendors to ensure they are delivering the best value for cost.• Participates in strategic planning activities; monitors and reports on progress towards goals, objectives and service targets; plans, coordinates and implements improvements across workflows, processes, units, department and/or agency; provides technical expertise and expert opinions for the content domain; participates in senior-level technical discussion and decision-making; interacts with manager and staff in IT and other units as needed to ensure effective delivery of services to users; interacts with external clients and customers; serves as a liaison between IT and end-users to ensure that services are being provided within agreed upon levels; oversees troubleshooting, systems backup, archiving, capacity, availability, including disaster recovery; responsible for maintaining assets in a state of good repair including asset controls, lifecycle planning and availability planning; manages the purchase of IT infrastructure hardware, end-user hardware, software, peripherals and service provisioning.• Initiates and manages process improvement efforts in service delivery, operations and/or project delivery; represents technical and service domain expertise in cross-agency improvement efforts; monitors and plans improvements to domain services to ensure Key Performance Indicators, Operating Level Agreements and underpinning contracts effectively support service delivery; ensures required documentation is delivered at the time of service offering; consistently uses and reinforces use of department processes to manage work.• Manages a variety of Agency-wide, corporate and domain-specific technology projects; develops and manages all functions associated with the project including procurement, budgets (operating and capital), specifications, testing and estimates for contract and project development purposes; manages major procurements and system delivery contracts; applies systems design and specific technology expertise to expanding agency infrastructure efforts; represents domain expertise as needed in agency forums including division meetings, Board meeting, executive briefings.• Develops, administers, maintains and oversees the department’s annual budget including all asset lifecycle planning; makes recommendations and forecasts for future funds needed for staffing, hardware and software assets, materials, supplies; reviews and approved department expenditures and implements adjustments.• Provides support to the department on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and development in the field(s) related to area of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, agency policies and procedures, rules and regulations.• It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees.• It is the responsibility of all employees to integrate sustainability into everyday business practices.• Other duties as assigned.MINIMUM QUALIFICATIONS:Education and Experience:Bachelor’s Degree in computer science, information technology, business management information systems, or closely related field. Five years of information technology experience in the design, troubleshooting, and administration of network systems; five years of team leadership experience in network support, major project planning and execution; OR an equivalent combination of education and experience.Required Licenses or Certifications:At least one of following: Security+, JNCIA, JNCDA, JNCIS, JNCIP, CCNA, CASP, CISSP, CCNP, CCIE, ITIL V3.0 or aboveRequired Knowledge of:• Knowledge of network technologies (e.g., routers, switches, load balancers, firewalls, network and routing protocols, DNS, VPN)• Knowledge of basic IT technologies (e.g., operating systems, network devices, software development and architecture)• Knowledge of data network architectures, topologies, hardware, software, transmission and signaling links and protocols• Knowledge of network protocols, technologies, and VPN configurations associated with LAN/WAN networks• Experience in troubleshooting complex data center environments including OTV, VPC, and HSRP support• Deep understanding of layer 3 routing and WAN related technology, including EIGRP, BGP, IWAN, PfR, VRFs, MPLS• Experience with layer 2 switch management with technologies such as Brocade, Juniper, CISCO• Experience with network management tools and technologies; e.g. Cisco ISE, Cisco Prime, Solarwinds Orion NPM, AVC, IP SLAs, Wireshark, Microsoft SCCM/SCOM• Experience supporting a network environment with VMware Hypervisor, Citrix VDI, and Cisco UC deployments• Pertinent federal, state, and local laws, codes, and regulations• Real-time and trend monitoring for network infrastructure• Operational characteristics of a variety of computer and network systems, applications, hardware, software and peripheral equipment• Troubleshooting and maintenance of network operating systems and problems• Procurement, inventory and asset management of IT equipment• Project and operational management of a technology programRequired Skill in:• Use of process improvement frameworks e.g. ITIL, COBIT, MOF• In-depth knowledge of networking protocols• Excellent customer service skills that build high levels of customer satisfaction for internal and external clients• Excellent verbal and written communication skills to technical and non-technical audiences of various levels in the organization (e.g., executive, management, individual contributors)• Willingly shares relevant technical and/or industry knowledge and expertise to other resources• Experience in project management, documentation and workflows• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.• Manages projects, upgrades, and implementations through the project lifecycle• Planning, designing and deploying new LAN/WAN network infrastructure and connectivity for managed services environment• Overseeing and performing administration, configuration and monitoring of all network equipment (switches, routers, firewalls, load balancers, VPN concentrators, etc.)• Designing, implementing, and operating secure and manageable switched and routed networks• Documenting and updating all network infrastructure and supported business processes• Ensuring that all network, equipment configurations and supporting applications are backed up and tested on a regular basis• Working effectively under pressure, meeting deadlines, and adjusting to changing priorities• Managing large, complex projects and making decisions in fast-paced, difficult environments• Responding to inquiries and in effective oral and written communication• Researching, analyzing, and evaluating new service delivery methods and techniques• Working cooperatively with other departments, Agency officials, and outside agenciesPhysical Demands / Work Environment:• Work is performed in a standard office environment.• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather, and physical harm.• The Agency promotes a safe and healthy work environment and provides appropriate safety and equipment training for all personnel as required.Sound Transit is an equal employment opportunity employer.
