SummaryIncumbent serves as a liaison/advisor on contract related services focusing on critical clinical/healthcare services, facility & environmental services, product acquisition & support services required by all level of staff. Manages the micro-purchase program; rendering expert contract pre- & post-award expertise to all Service lines. Works with contract planning, implementation, oversight & close outs. Supervises a minimum of three Acquisition Utilization Specialist GS-1101.ResponsibilitiesDuties include, but are not limited to:Supervision Supervising employees from separate but interrelated units comprised of the Acquisition Utilization Specialist and Purchasing Section reassignments and awards Conducting semi-annual and annual performance reviews Assisting subordinate staff with performance issues as necessary Scheduling and granting leave Monitoring overtime usage Resolving informal complaints and grievances Discussing corrective actions with employees Recommending appropriate disciplinary and/or adverse action Acquisition Utilization Directing and managing the functions of Business Procurement Planning in the office of the Chief, Supply Chain Management Service. Planning, coordinating and evaluating the logistical actions required to support the clinical and administrative mission that the Veterans Health Administration provides Establishing, expediting and reviewing the micro-purchase orders and consolidation of all procurement packages Serving as the Approving Official for approving reconciled purchase card transactions Developing sole source justifications in relation to cost, limited availability or unusual nature Directing facility-wide procurements as assigned through the facility Equipment Committee in support of the three to five-year strategic acquisition plan Providing initial and continuing education to the current Contracting Officer Representative (COR) and Administrative Officer staff Providing training in the utilization of the IFCAP, and other related acquisition software applications, as well as training in emerging contracting technologies Providing training to the facility CORs on procurement policies and new processes and procedures related to procurement within the Federal government Contract Administration Troubleshooting various setbacks or delays Keeping abreast of procurement status and taking necessary actions to correct problems Overseeing and ensuring compliance with the terms of contracts, to determine the reasonableness of contract modifications Reviewing audits to determine if changes are required for facility to ensure compliance with the terms of contracts Initiating review of contracts whenever there is overall concern by customers Coordinating and reviewing evaluations of vendors Informing executive leadership at the facility of major contract failures Recommending contract termination and need to exercise option years of the contract based on contract performance monitors, funds availability, and the need for the continuation of the services being rendered Performing other duties as assigned Work Schedule: Monday thru Friday 8:00 a.m. to 4:45 p.m.Telework: Available on an as needed basis.Virtual: This is not a virtual position.Position Description/PD#: Supervisory Acquisition and Utilization Specialist/PD99867-aRelocation/Recruitment Incentives: Not authorized.Financial Disclosure Report: Not requiredThis is not a Bargaining Unit position.RequirementsConditions of EmploymentQualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing acquisition and procurement metrics that identify business objectives and goals; developing performance work statements and objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, quality assurance surveillance plans (QASP), market research, independent government estimates, evaluation criteria, options, funding, delivery schedules, lead times and reporting requirements; developing position descriptions and performance standards and conduct performance reviews and analyzing and advising on supply/durable medical equipment purchase recommendations. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
