Project Manager

Client: NYS Agencies

Duration: Long term Daily Tasks include:The IES Project Management Office (PMO) Lead working directly with the IES Deputy Director of Program Management to develop and maintain the IES PMO framework including Standards, Methodologies, and Processes; Portfolio Management; Governance and Performance Management; Project/Program delivery Management; Talent Management; Organizational Change Management and Administration/Support.Support the priorities of the IES PMO which are: Define, deploy and mentor Core project management processes; Develop Reporting, analytics and dashboard tools; Facilitate Resource planning and forecasting process; Maintain consolidated Master project schedule and budget management; and governance process.Define, develop, maintain standardized process and templates to guide the IES project managers on the project management lifecycle and system development lifecycle.Specifically, create, maintain, and manage: o Project documentation and best practices o Project Management methodologies o Standards and tools o Metrics for project execution o Training and orientation o Resource distribution on all projects.Define, develop, maintain standardized process for the IES Program include risk and issue management, sub-project interdependencies, and resource management.Prepare and report on IES Program status to executive management with NYS stakeholder agencies including IES Program Director, as well as, Project Sponsors, Steering Committees, and other governance bodies.Mandatory Qualifications:Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Project Manager.Minimum of two years’ experience as a Portfolio/Program/PMO Manager.Minimum of one-year experience working in a

PMO supporting Health and Human Services eligibility system supporting one or more of the following domains: Medicaid, Public Assistance, SNAP, HEAP, or Child CareDesirable Qualifications:Minimum experience of managing a program budget of a minimum of $100 million.At least seven years of experience creating and leading standards development, process development and process improvements in project management disciplines.At least five years of experience in active management of resource loaded Project Schedules and resource assignments using Microsoft Project.At least one year of experience managing a master project/program schedule.Experience with process improvement methodologies, e.g, Six Sigma, Lean.Bachelor’s degree.Current PMP or project management certification through Project Management Institute.At least three years training and mentoring project management staff.At least nine years of experience implementing projects utilizing industry standard system development life cycle methodologies.ITIL Foundation certification.
