GENERAL DESCRIPTION:

The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, is seeking a Commercial Leasing Program Manager in our Trust Land Management Division. This position provides the commercial leasing support related to land management procedures and administration, including knowledge of applicable rules, regulations, and statutes related to the management of approximately 3.4 million acres of State Trust Land. The Commercial Leasing Program Manager proactively manages wind energy, carbon capture and storage, commercial, industrial, recreational, and ecosystem services leasing opportunities and associated revenue generation on State Trust Lands. Additionally, this position is responsible for reviewing, commenting, and making policy recommendations for land use planning and actions which affect the OSLI's overall land portfolio.

This position is located in Cheyenne, WY. Cheyenne is a full-service community, home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, home to world-class rock climbing at Vedauwoo. The location also provides convenient access to the Colorado Front Range communities, including Fort Collins and Denver and Denver International Airport.   • Reviews, comments, and provides recommendations on planning documents and actions.

  • Provides written and oral comments to the community, local, state, and federal agencies.

  • Mediates and resolves policy or planning disputes.

  • Performs a variety of tasks in both long- and short-range planning for various programs.

  • Collects and compiles data, market analysis, and recommendations relating to the feasibility of undertaking specified land transactions, leases, easements, exchanges, and land-use decisions.

  • Performs research studies for special assignments involving state or federal legislation, statutes, or policy issues: including gathering data and creating special reports.

  • Participates in strategy development: including coordinating, evaluating, and interpreting policy and planning recommendations.

  • Manages activities related to the termination, expiration, and relinquishment of leasehold rights regarding renewable energy leasing; manages lease term extension activities; researches, analyzes, and interprets technical and legal documents.

  • Assists in the development of agency internal policies, rules, and regulations and assists in coordinating the rule and regulation adoption processes to ensure compliance.

  • Represents the Agency and acts as a liaison with other agencies and organizations.

  • Knowledge of principles, concepts, and practices of real estate laws.

  • Knowledge of marketing, valuation transactions, and negotiation.

  • Knowledge of statutory requirements, agency rules, and regulations governing easements.

  • Knowledge of state and federal regulations.

  • Knowledge of state and federal environmental laws.

  • Knowledge of land use planning and real estate development.

  • Skills in decision-making and negotiations.

  • Skills in effective written and oral communication.

  • Ability to read maps and legal descriptions.

  • Ability to analyze information and provide recommendations.

MINIMUM QUALIFICATIONS:Education:

Bachelor's DegreeExperience:

0-3 years of progressive work experience (typically in real estate, appraisal, acquisition, or title work) with acquired knowledge at the level of a Senior Land Management SpecialistOREducation & Experience Substitution:

4-6 years of progressive experience (typically in real estate, appraisal, acquisition, or title work) with acquired knowledge at the level of a Senior Land Management Specialist.Certificates, Licenses, Registrations:

None
