For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience. Duties Description The New York State Education Department (NYSED) is seeking candidates for a Senior Administrative Analyst position in the Office of State Review. Under the supervision of the Assistant Counsel, the incumbent of this position will be responsible for developing and maintaining a records management system for the Office of State Review. Duties of this position will include, but are not limited to, the following: Develop a solid understanding of the procedures and regulations governing special education hearings and appeals before the Office of State Review; Identify stakeholders, collect data, and conduct interviews and/or surveys of stakeholders regarding business and regulatory processes in the special education appeals system; Analyze business and/or regulatory processes in the Office of State Review for productivity/efficiency improvement, operations, policy evaluation, procedures and methods associated with work processes, and prepare reports making recommendations for improvements to the Chief State Review Officer; Coordinate the development of systems and processes for effective collection of data and reporting on activities related to special education due process hearings and appeals; Design new or revise forms for data collection in the electronic filing portal and case management system; Create and edit written documents related to processing appeals of impartial hearing officer decisions in special education due process hearings; Develop and implement records retention and management program for filing, protection, and retrieval of appeal records and business records; Utilize information technology applications daily, including online electronic filing portal and case management system, digital evidence management system, email, spreadsheets, and word processing; Demonstrate knowledge of and experience with Microsoft Office programs and use various computer software programs to compile, track and analyze informational data and produce various reports, charts and spreadsheets; Oversee the monitoring of shared mailbox emails for online case management and data collection portal; Supervise the prompt and professional response to all general inquiries to OSR either by telephone or in writing to pertinent parties and attorneys appearing before the Office of State Review; Document revisions made to business, workflow, or regulatory processes to improve efficiencies or organization in the Office of State Review; Communicate effectively via telephone, face to face contact and in writing with Office of State Review employees, supervisors, and managers; Post accurate information including revisions and updates to the electronic filing portal instructions, appeal decisions, and guidance documents on the web platform of the Office of State Review; Supervise administrative staff in the Office of State Review to verify work is completed efficiently and accurately; and Perform additional duties, as assigned. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. For current New York State employees, salary is based on the candidate’s salary at the time of hire.
