The ETP Division works within the Workforce Development Division, helping job seekers to meet the employment needs of employers. The ETP Division oversees and administers state and federal workforce development programs, including Minnesota's Workforce Innovation and Opportunity Act Title I programs.The Adult Career Pathways (ACP) programs provide adults who traditionally face multiple barriers to employment, and who need enhanced educational and supportive services, to be successful in securing long-term family sustaining wages.Our grants work to eliminate racial disparities and large economic gaps in Minnesota, to increase Minnesotans' literacy and access to high-growth and high-wage jobs, and to increase the number of women in high-wage, high-demand, nontraditional occupations.This position is responsible for managing and providing guidance to ACP grantees on a regular ongoing basis with an emphasis on training, developing, and supporting participants.This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible and is occasionally required to be on-site at the office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.This position is expected to last up to three (3) years.Minimum QualificationsPlease ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.Three (3) years of experience administering contracts and/or grant programs with knowledge of employment and training programs structures, laws, regulations, policy development and implementation.Bachelor's degree in vocational rehabilitation, education, public administration, human resources, business, social service, or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experienceApplicants that meet the above minimum qualification will be further evaluated on the following:

Experience with fiscal and/or program outcomes, practices, and principles sufficient to review grant financial reports and recognize problems.

Experience in conducting research, using analytical, and problem-solving skills, to research regulations and policies.

Skill in personal computer (i.e., Microsoft Suite) and client/case management applications or systems, such as Workforce One (WF1).

Ability to establish and maintain effective working relationships with federal, regional, state and local governmental and non-profit organizations.

Organization skills to manage records, work on multiple projects, and meet deadlines with attention to detail.

Preferred Qualifications

Bachelor's degree or higher in vocational rehabilitation, education, public administration, human resources, business, social service, or other closely related field as determined by the agency.

Ability to use case management systems or systems such as MAXIS or other similar applications.

Ability to manage multiple projects, complex budget situations including discontinuing and/or recommending redirection of funding.

Experience with state and/or federal grants and/or grants management/coordination, including reviewing financial information/general ledgers.

Experience supporting and collaborating on organization-wide equity and diversity efforts.

Skill communicating in a secondary language.
