Increasing awareness of flood risk through identification and publication of flood hazard information
Reducing the impact of floods through hazard mitigation, floodplain management, and building codes
Providing insurance to property owners to speed recovery from flood events
Delivering hazard mitigation assistance grants for flood and all-hazard mitigation
Diminishing the impact that disasters and emergency management decisions have on the nation’s natural and cultural resources
Job DescriptionThe candidate will serve as a FEMA Program Director, overseeing a cross-functional team of IT and FIMA-focused professionals to support and advance FIMA goals and objectives. In this role, the Program Director responsibilities include:
Responsibility for all contractor work performed on program
Serving as a single point of contact for the FEMA Contracting Officer and Contracting Officer’s Representative
Organizing, directing, and managing contract operation support functions, involving multiple, complex and inter-related project tasks (e.g., contract management IT Program Management; IT Modernization; Data Management and Reporting; Customer Experience and User Experience; Product Management; IT Operations and Maintenance; etc.)
Serving as a subject matter expert (SME) and thought leader to understand and inform current and future FIMA initiatives
Managing teams of contract support personnel, including sub-contractors who may operate in a remote/work from home delivery model
Maintaining and managing the client interface at the senior levels of the client organization.
Meeting with customer and contractor personnel to formulate and review task plans and deliverable items.
Ensuring conformance with program task schedules and costs.
Establishing and maintaining technical and financial reports to show progress of projects to management and customers, organize and delegate responsibilities to subordinates and oversee the successful completion of all assigned tasks.
Supporting high-level communication and coordination across all FIMA leadership and other contractors (i.e. executive level briefings).
Monitoring related activities to ensure seamless and integrated program delivery that advances FIMA’s ability to easily exchange data across the enterprise.
REQUIRED QUALIFICATIONS:
Bachelor’s Degree
Minimum 10 years of Program/Project management experience of increasing responsibility
Minimum of 4 years of prior experience managing work of a similar scope to FIMA mission sets (e.g., natural hazard risk management; insurance-related programs; geospatial programs; mitigation programs; etc.)
Experience supporting and enhancing AWS, Azure, and/or GCP cloud-based IT environments
Experience managing integrated IT program tasks, including but not limited to: cloud architecture and engineering; application development, IT O&M; data management and integration; help desk/service center; security; CX/UX; business analysis; etc.
Knowledge and understanding of FEMA Federal, Regional, State, Territorial, Tribal and Local emergency management mission sets (Prevention, Preparedness, Mitigation, Response, and Recovery)
Knowledge and understanding of emergency management resilience and mitigation programs
PREFERRED QUALIFICATIONS:
Direct experience supporting emergency management operations at the Federal and/or S/T/T/L levels
Certified Floodplain Manager (CFM) certification
Program Management Professional (PMP) certification

This is not, however, a guarantee of compensation or salary.
