This must also include preparation of technical analyses on environmental impact matters, providing consultation on environmental impact laws, rules, and regulations or conducting office evaluations and field investigations related to environmental regulatory programs.If chosen, you may, at the agency's discretion, be appointed to a higher level. Duties Description This position is located in the Environmental Science Bureau in the Office of Environment. Under the direction of an Environmental Specialist 2, the responsibilities of the Environmental Specialist Trainee 1/ Trainee 2/ Environmental Specialist 1 may include, but are not limited to: Providing support for projects to advance NYSDOT’s capital program; Implementing environmental processes related to federal, State, and local regulations and requirements; Providing technical assistance to regional and other NYSDOT staff, local project sponsors, and consultants on the assessment of social, economic, and environmental topics, such as environmental justice, cultural resources, visual impacts, and tribal consultation; Reviewing and/or preparing environmental documentation and correspondence; Reviewing environmental studies and other project documentation and making recommendations to supervisor or higher-level management; Advising construction, design, highway maintenance, and other NYSDOT program areas on environmental rules and regulations; Contributing to the creation or refinement of policy, procedures, guidance, or official issuances related to a variety of environmental topics applicable to transportation projects or operations; Acting as a liaison with a specific agency/region or a point of contact for a specific environmental topic; Becoming familiar with a variety of environmental topics and the NYSDOT's Project Development Process as resource needs occur; Contributing to the creation, scheduling, and implementation of training on environmental topics; Contributing to reporting tasks associated with specific environmental topics.In addition to the minimum qualifications, additional consideration will be given to applicants with a strong background and experience with historic and cultural resources, and that meet the Secretary of the Interior Professional Qualifications Standards for History, Architectural History, or Archeology.While there may be some travel and fieldwork associated with duties of this position, this is primarily an office position.Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations. Additional Comments For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
