Under the direction of the OSP District Engineer, assists in the performance of the Association's outside plant planning, and engineering effort.

General Engineering Duties:

Field checks to determine consumer location, availability of facilities, cable routing, verify records and requirements of additional facilities as directed.

Performs the following, relevant to cable routings as required:

Makes field checks taking notes as to routing and easement problems.

Measures and stakes route, when approved, noting any possible modifications in routing.

Within Association standards and authorized limits on easements and construction routing, may allow cable crews to deviate in construction. All other deviation shall be referred to the OSP District Engineer for authorization.

Prepares work orders:

From field notes, research and oral instruction, prepares staking sheets and cable routing by manual and computerized methods.

From assignment records and CPR maps prepares complex count rearrangements.

Other Duties Performed:

Inspect vehicles and other engineering equipment to determine possible repairs, maintenance, inventory and other action to be taken. If actions required cannot be performed personally, reports to appropriate personnel.

Performs filing and otherwise assists in general duties of the Section.

Performs drafting as required.

Trains other personnel as required.

Performs other duties as assigned.

KNOWLEDGE, ABILITIES AND SKILLS:

Working knowledge of engineering principles and practices related to telephone plant facilities location, design and construction.

Working knowledge of engineering, design and construction principles of RUS and the Association.

Working knowledge of general courses and reference concerning

telecommunication engineering and design.

Ability to read and interpret field notes, engineering plans and specifications and other designs and construction information and properly apply to individual assignments.

Ability to meet basic drafting requirements.

Ability to establish and maintain effective working relationship and to establish good relations with subscribers and the public as required.

Adequate drafting and engineering skills to insure meeting standards for proper care and use of equipment.

Ability to climb ladders, enter manholes and vaults. Ability to walk across uneven terrain in all seasons, involves using snowshoes during winter.

Ability to communicate both orally and in writing in a concise, effective manner.

Working knowledge of analog and digital type subscriber carrier, and spanline design

Working knowledge of splicing sequences, cuts and fall counts.

Working knowledge of assignment records and right‑of‑way procedures.

Working knowledge of C.A.D./C.A.M. System.

Working knowledge of Personal Computers preferred.

Fiber Optic design experience preferred.

QUALIFICATIONS:

8000 hours telephone plant engineering experience or the combination of OSP Engineering hours (minimum of 960) and related OSP utility experience as it relates to the OSP Engineering discipline that equals 8000 hours. Relevance of related OSP Engineering discipline experience to be determined by the Standards Committee, if required.

Pass the OSP Engineering Exam

Physically able to perform the essential functions of the position. Including, but

not limited to, the ability to lift and carry 40 pounds.

Ability to pass color perception test.

Valid Alaska Drivers License.

High School diploma or equivalent.
