GENERAL DESCRIPTION:

Responsible for processing applications and associated documents that are filed with the agency; managing and maintaining both paper and electronic docket files, circulating filings to appropriate agency staff; assist with processing of complaints from utility customers (telecommunications, gas, electric, pipeline and water). Provide administrative, program, technical, budget, clerical or office support activities in order to support the goals of each agency department.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Processing utility applications and all associated documents filed electronically with the Commission.

  • Establish and maintain all electronic and physical PSC docketing files for preserving a record of the PSC's business activities.

  • Prepare correspondence to utilities regarding filing status.

  • Receive, date stamp physical applications, and issue routine distribution memorandum for circulation to Commissioners and appropriate staff.

  • Input and maintain docketing information from all filings in the Docket Management System database.

  • Communicate via telephone and email with contacts at utilities regarding filings.

  • File all material, correspondence, and forms in a permanent file for every utility application.

  • Maintain utility records; publish various reports regarding utility applications; compile data and information from the Docket Management System as required for annual reports, fiscal reports and other reporting requirements.

  • Screens filed utility documents for compliance with filing requirements.

  • Prepares reports; verifies input in databases for accuracy.

  • Follows security measures and policies for the use of docketing files to prevent loss or degradation of the files.

  • Utilize established procedures and methods for archiving and retrieving both physical and electronic PSC docket files.

  • Process requests to retrieve archived materials to PSC when required.

  • Process and reconcile all utility filing fees and payments.

  • Provides high-level customer service to utility customers filing complaints and, with the assistance of the senior complaint specialist, acts as a resource and explains rules and procedures to customers and/or clients.

  • Enter complaint information into the Docket Management System. Help maintain a filing system for copies of all billing, collection, and disconnect forms for all utility companies; help maintain a database for the utility complaint contact names, addresses, and phone numbers.

  • Under the guidance of senior complaint specialists, help compile records of all material associated with complaints where efforts to reach informal resolution were unsuccessful.

  • Assist senior complaint specialists at complaint hearings or meetings.

  • Performs executive-level administrative and support duties.

  • Provides a review and evaluation function to ensure that docketing issues/concerns within the organization are being appropriately evaluated and resolved.

  • Creates and edits reports and documents for management.

  • Assists with rulemaking documentation.

  • Responsible for processing, maintenance, and quality control of records and documents.

Qualifications

PREFERENCES:

Preference may be given to those with an Associate Degree in Business.

Preference may be given to those with 2-4 years of progressive work experience in business communications.KNOWLEDGE:

  • Applicable computer skills typical for a Microsoft Windows environment

  • Strong verbal and written communication skills.

  • Knowledge of records processing and maintenance procedures and systems.

  • Knowledge in the preparation and maintenance of documents.

  • Knowledge and understanding of the agency, and each respective division/program.

  • Knowledge of investigating alleged non-compliance.

  • Skilled in Adobe Acrobat Pro.

  • Skilled in Microsoft Word and Excel.

  • Skilled in project management.

MINIMUM QUALIFICATIONS:

Education:

Associate's Degree (typically in Business)

Experience:

0-2 years of progressive work experience (typically in Business Office Communications) with acquired knowledge at the level of an Office Support Specialist I

OR

Education & Experience Substitution:

2-4 years of progressive work experience (typically in Business Office Communications) with acquired knowledge at the level of an Office Support Specialist I

PHYSICAL WORKING CONDITIONS:

  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.

  • Special physical demands are not required to perform the work.
