We are currently seeking an experienced, dynamic and collaborative professional to serve as a Business Relationship Manager within our Information Technology department. Reporting to the Business Relationship Director you will:

  • be the primary strategic interface between IT and the Program (or division(s)) for the purpose of business technology strategy development, solution delivery, and vendor and relationship management.

Responsibilities Working in a creative and fast-paced environment, the Business Relationship Manager will be the single point of contact in front of the customer for all aspects of an IT service and is accountable for ensuring that all IT services are managed with a business focus. Among others, your responsibilities will include the following:
  • Serves as liaison and manages relationships between the Program and the Information Technology Services department, business unit (s) and vendor(s).
  • Partners with business leaders to develop service strategies, roadmaps and rationalize portfolio.
  • Serves as a counterpart to business partner who is responsible for overseeing the implementation of programmatic changes.
  • Communicates decisions, priorities and relevant project information to appropriate levels of staff regarding business unit requests, projects and initiatives
  • Proactively shares knowledge of technology risks and opportunities to improve efficiency and effectiveness of business units.
  • Represents the Business unit regarding technology plans and services to the FCC and other stakeholders
  • Accountable for the functional operating and project/program budget.
  • Provides leadership in continuous service improvement.
  • Business Roadmap and Demand
  • Oversees prioritization and delivery of solutions for area(s) of ownership ensuring value realization.
  • Understands and promotes the business strategy and the business plans to IT
  • Works with business teams to prioritize demand for IT ensuring the solutions developed support the business units in achieving their strategic and tactical objectives
  • Shares, recommends and promotes existing/new solutions that could represent a good opportunity for the business; participates in identifying, assessing and promoting the use of new technologies for increased productivity or new capabilities for the business
  • Coordinates with business operations by exercising oversight, applying risk/value techniques and business analysis expertise to understand project architecture and components, shape initial project requests, and assist with the formulation of high-level roadmap.
  • Assists program with IT demand navigation including assistance with business case development.
  • Generates appropriate communication, process and educational plans for mitigating the disruption of change.
  • Portfolio Management
  • Develops IT needs by identifying potential issues for forecast, risks, review of IT usage, services, technology and department specific projects
  • Leads the planning and execution of IT initiatives to enable business unit to achieve objectives.
  • Identifies and shape IT business demand to ensure potential business value is quantified and achieved.
  • Identifies and translates business partners' long-range plans into IT capability roadmaps and priorities.
  • Partners with Enterprise Architecture and Design to develop and maintain multi-year business capability roadmaps and architectures.
  • Prioritizes IT resolutions and enhancements in partnership with programs/divisions and operations staff by managing and maintaining 18-month plan in support of client program
  • Governance
  • Represents business unit goals and objectives in the overall IT Governance process.
  • Partners with the Program Management Office (PMO) to ensure a well-managed IT initiative portfolio and responsible for IT based status reporting for the program/division.
  • Provides IT performance results to the business managers in the form of IT performance status on maintenance and operations, portfolio of projects and initiatives, techniques and processes affecting business performance
  • Educates business partners on IT processes, roles, and capabilities and assist in defining IT value metrics for aligned business unit.
  • Measures and communicates business value realized with the business partner (programs/division) on a periodic basis.
  • Works with appropriate resources to document IT related processes.
  • Partners with the Chief Information Security Officer to acquire and maintain systems' Authority to operate as per FISMA and NIST standards.
  • Other specific duties as assigned.

About You The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Information Technology department.
  • You have a Bachelor's Degree and/or relevant technical training and certifications. Master's Degree preferred.
  • You have five (5) to seven (7) years of management or internal operational/technical leadership experience.
  • You have five (5) to seven (7) years of management experience preferred.
  • You have strong business process knowledge and application of technology solutions.
  • You demonstrate passion for "in the moment" troubleshooting and incident response.
  • You are able to respond to high-severity issues on a 24x7 basis, if needed.
  • You are an innovative problem solver who uses critical thinking approaches to proactively solve a broad range of problems across business processes and related technologies.
  • You have strong knowledge of the latest technologies and system development methodologies.
  • You have strong experience and knowledge in the following areas:
  • Business process design and management
  • Data and data modeling
  • Project and portfolio management
  • User experience
  • Testing and quality assurance
  • Vendor contract management
  • Project and program budgeting
  • You can direct a team of staff members and provide leadership to achieve goals and vision of the organization and the day-to-day operations.
  • You are responsible for assisting with hiring and retaining staff, career coaching, professional development and accountable for the performance of employees.
License/Certifications
  • Project Management Professional (PMP), strongly preferred
About USAC Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. Through program administration, auditing, and outreach, USAC works with contributors, service providers, and program beneficiaries to achieve the program goals articulated by the FCC for each of these programs. The FCC has reformed the USF to support further investment in and access to evolving broadband infrastructure, making the programs a primary vehicle to support this critical national priority. USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals. USAC administers the USF programs-High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC's rules. Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
