- Provide technical architecture expertise as it relates to the integration of systems, security, middleware, services, database design, hardware/server, and tools, to IT project business and technical requirement sessions and for system implementation.
- Lead and coordinate with other technical resources in the overall system design, implementation and integration of systems with other existing systems/technologies/data sources on multiple platforms within the agency, across multiple state agencies, Bureau of Strategic Policy and Enterprise Architecture and with multiple vendors.
- Develop strategic goals required to ensure that the overall architecture is following the Strategic Plan.
- Consult with system designers on proper system design and use of enterprise architecture components.
- Compile or design hardware and software architectural models of current and proposed systems for use internally and in conjunction with third party technology partners.
- The models are of two types:
- Enterprise Models that depict the entire client enterprise and its inter-relationships internally and with the state enterprise architecture.
- Reference Models that depict recommended & approved technologies & designs, which can serve as a template for future projects.
- Perform architecture design reviews across the organization.
- Define, implement, and maintain the IT technical architecture design methodology and best practices.
- Lead the effort towards Service Oriented Architecture (SOA) development and implementation.
- Survey external emerging developments, and evangelize new technologies, standards and methodologies that will have a positive impact on the quality of the departments systems and services.
- Ensure the implementation of security standards in system architectures and designs. Be familiar with, provide research, documentation, and input (when applicable) to Enterprise Security standards.
- Plan, develop and administer architecture design related policies and procedures to promote high quality, accuracy, and usable system designs.
- Provide technical leadership, guidance and direction to Application Architects, Database Administrators, Programmer/Analyst(s) supporting system design, database architecture and design and overall architecture functions.
- Direct the use of EA Solution Patterns and Reference Models with existing and proposed solutions within the area of responsibility. Assist in creating EA Solution Assessments and network diagrams.
- Extensive experience in object-oriented design, UML modeling including data modeling and business process modeling. o Extensive experience in design, development and implementation of n-tier and web applications.
- Experience and thorough knowledge of enterprise integration patterns and approaches.
- Experience and thorough knowledge of application and network security issues.
- Ability to quickly learn and implement new technologies and procedures.
- 10 years IT industry experience, extensive architecture experience in digital transformation and legacy modernization initiatives
- 10 years Object-Oriented Analysis and Design, UML modeling including data modeling and business process modeling, knowledge of software development methodology
- 8 years’ experience in application architecture, infrastructure architecture, database architecture, network architecture, and DevOps
- 8 years’ experience using industry standard methodologies like System Development Life Cycle (SDLC), Agile/Scrum processes, and Systems Engineering Methodology
- 8 years’ experience strong verbal, written, and interpersonal communication skills with both technical and non-technical audiences
- 8 years’ experience in modern application design and development using .Net or Java or other
- 8 years’ experience in developing and implementing web services (SOAP or RESTful) and web technologies like MVC, Bootstrap, Angular and related UI technology.
- 3 years’ experience and knowledge of EAI/SOA best practices, development methodologies & standards
- 3 years’ experience with migration and upgrade of application software and servers (Windows, Linux/UNIX)
- 3 years’ experience in data analytics, summarization, visualization, and BI products
- 3 years’ experience in TDD, Unit Testing, Integration and Test Automation using TFS, Selenium, SOAPUI etc.
- 1-year experience working IBM Datacap platform
- 1-year experience working with Docker & Kubernetes
