Software Development Team Lead (Senior Microsoft Developer) for the Commonwealth of Kentucky's Administrative Office of the Courts. The selected candidate will need to pick up their equipment in Frankfort, Kentucky 40601 and work onsite for a few days of training then work remotely.

JOB DESCRIPTIONThe AOC information & Technology Services Department is seeking a contract resource for the role of Software Development Team Lead, who will manage a development team of 6-10 engineers, collaborate with other team leads, follow guidance from System and Software Architects and report to the Application Development Manager.

DUTIES OR RESPONSIBILITIES OF THIS CLASSIFICATION:
  • Participates in development of and compliance with KCOJ software development standards.
  • Using Azure DevOps (Visual Studio Team Services):
    • Manage resource allocation.
    • Execute on backlog items as prioritized by the product owner.
    • Manage software solutions using GIT source control.
    • Create deployment plans/pipelines to include backup and validation of software deployments to multiple environments.
    • Manage, automate, and improve build processes using code repositories and integration tools.
    • Implement and configure new application builds and release pipelines as required, including but not limited to web applications, web services, windows services, and scheduled tasks.
    • Ensure accuracy of logs maintained for all implementation/deployment requests.
    • Complete other work items as assigned.
  • By using Visual Studio 2019:
    • Develops high quality C# software using best practices of the industry
    • Ensures SOLID Object-Oriented Design Focus
    • Refactors existing software as needed
    • Builds unit and integration tests within existing code base
    • Assists with debugging enterprise application issues to resolve problems in test and production environments by reviewing errors and program code.
    • Assists with development and utilization of automated testing.
  • Regular attendance as required.
  • Performs other duties as assigned.

ESSENTIAL CHARACTERISTICS OF THE SUCCESSFUL CANDIDATE:The KCOJ Software Development Team Lead will lead a team in the analysis, development, documentation, refactoring and/or redesigning, troubleshooting, and supporting of Kentucky Court of Justice Enterprise Software Systems. The Software Development Team Lead may focus on a specific area of Court Case Management, Court Case eFiling, or Court Case Financials. Following the KCOJ Software Development and Delivery Methodology the Software Development Team Lead will participate in requirements elicitation, systems design and estimation, software development and testing, and systems support in collaboration with the larger Kentucky Court of Justice Enterprise Software business team. Must have experience building enterprise level web application and services for equivalent domains (i.e., Justice, Medical, Banking). Will interact with internal and external clients and vendors in a professional manner. Expected to author documentation to describe operational procedures and existing systems.

MINIMUM REQUIREMENTS:
  • Education: Bachelor’s degree in Computer Science, Mathematics, or related field.
  • Education Substitute: 8+ yrs. job experience or Associates degree in Computer Science/Information Technology (related field) with 3+ years job-related experience.
  • Experience: Demonstrable C# MVC solution hosted on Azure available for code review.

SPECIAL REQUIREMENTS: (LICENSES, REGULATIONS, CERTIFICATES, ADVANCED EDUCATION, ETC.)
  • 2+ years management of development teams.
  • 2+ years’ experience configuring, implementing, and troubleshooting enterprise applications in a networked environment.
  • Extensive business and/or systems analysis skills.
  • Working knowledge of Microsoft Office Suite (365).
  • Effective communication skills - written and oral.
  • Available during off hours and on weekends.

TYPICAL WORKING CONDITIONS AND UNIQUE PHYSICAL REQUIREMENTS:
  • 08:00 – 17:00 M-F
