Pricing Analyst to support a diverse cross-functional team in the development of compliant, responsive, and competitive proposals. This is an active, hands-on position at our Headquarters in Huntsville, AL and requires the highest level of ethical standards. The successful candidate will play an active role in our continued growth by providing knowledge, expertise, and guidance in the pricing of our opportunities.

Your day-to-day work will include:
  • Managing and performing complex cost proposal processes and creating deliverables to ensure timely delivery and compliance with commercial best practice standards.
  • Working with management in developing and implementing price strategies.
  • Participating in contract negotiations.
  • Providing support in the development and preparation of pricing schedules and cost volumes in response to Requests for Proposals (RFPs), Requests for Quotes (RFQs), Requests for Information (RFIs), and Rough Order of Magnitudes (ROMs) of Government and Commercial contracts.
  • Supporting development of the acquisition strategy and Request for Proposal (RFP) development to obtain timely, responsive cost proposals that facilitate efficient and effective Government analysis.
  • Coordinating proposal pricing activities among various departments including Program Management, Contracts, Business Development and Purchasing
  • Providing risk assessment of terms and conditions of potential contract award to ensure compatibility.
  • Analyzing risk assessments and presenting alternative pricing scenarios to mitigate potential loss / risks.
  • Evaluating the reasonableness and realism of proposed pricing and underlying quantitative aspects of proposals (e.g., resources and rates) utilizing various methods (e.g. forecasting, learning curves, and regression analysis).
  • Ensuring compliance with regulatory requirements regarding individual cost elements and overall pricing arrangement.
  • Interpreting and implementing pricing concepts, regulations and methods.
  • Providing written cost analysis reports, briefing charts, and MS Excel Workbooks documenting the analysis and recommendations.
  • Leading, defining, managing, and integrating the overall cost/price evaluation effort.
  • Coordinating with other personnel to obtain expert advice for consideration in developing the negotiation objective position.
  • Providing guidance across price/cost analysis, methodology, application and documentation.
  • Participating as a key member of the Contracts team, which may require immediate interpretation of pricing data and advice on the cost impact of complex, detailed concepts.
  • Supporting proposal pricing of all types of contracts (Firm Fixed Price (FFP), Cost Plus Fixed Fee, Incentive Fee, Award Fee, and Time and Material.
  • Conducting independent analysis of source selection schedules, solicitation documentation, processes, or procedures.
  • Developing proposal pricing for efforts in accordance with RFP, statement of work and company requirements. Determining estimating methodology; developing and documenting estimate assumptions.
  • Researching and analyzing historical data, develop cost/financial models to support proposal efforts.
  • Ensuring disclosure of cost and pricing data and with Truth in Negotiations Act (TINA).
  • Ensuring compliance with federal, state and other related pricing laws, regulations and guidelines to minimize legal and financial exposure.
  • Maintaining pricing files including documenting proposal assumptions and sources of data used as basis of estimates.
  • Ensuring compliance with internal policies and procedures, as well as FAR, DFAR, SBA, DOL, and other government regulations.
  • Supporting audits, fact-finding, proposal updates, and negotiations.
  • Participating in pricing reviews with management and customer representatives.
  • Performing other related duties to meet the ongoing needs of the organization.
  • Developing and implementing process improvements.

At a minimum you should have:
  • A SECRET level DoD clearance or the ability to obtain.
  • A BA/BS in a related field of study.
  • Experience developing MS Excel cost models to calculate the proposed and/or objective proposed costs.
  • 5+ years of government contracting and procurement experience, including administration of all contract types, subcontract types, and task/delivery orders and support of diverse cost proposal activities (Cost/price analyst for a DoD buying activity; or as a cost/price analyst, proposal analyst, project control analyst, or cost accountant with a DoD contractor).
  • Experience supporting and developing pricing strategies and Price-To-Win Analysis through research of databases such as FPDS, GOVWIN, Beta.SAM, etc.
  • Experience with services-type contracts to include supporting large, IDIQ/GWACs and GSA schedule-type contracts.
  • The ability to provide sound interpretation of, and application of, current Federal Government contract and procurement regulations. This includes a working knowledge of the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulations Supplement (DFARS) and commercial item contracting requirements.
  • Knowledge of various contract types (T&M, FFPLOE, CPFF and CPAF).
  • Experience working in a fast-paced environment with short response times with the ability to handle multiple activities, contracts and customers simultaneously.
  • Strong mathematical, analytical, strategic, negotiating and reasoning skills.
  • The ability to identify issues/gaps and effectively develop solutions.
  • The capability to operate independently and communicate effectively, both internally with technical staff, peers, and management as well as externally to customers, industry peers, and competitors.
  • Knowledgeable and experienced using the Microsoft Office Suite (Word, Excel, PowerPoint, etc.)
  • Attention to detail.
  • Strong written and verbal communication acumen.
