    Duties

    Summary

    Position resides within the Police Service at the VA Sheridan HealthCare System (VASHCS). The Police Service provides law enforcement and security face to face support for the VASHCS which includes CBOC's and outreach clinics. Performs administrative and communications support work related to dispatching and monitoring of security camera system in position at the facility. Operates various computer systems to access electronic databases; operates radio and telephone communications equipment.

    Responsibilities

    Primary duties included dispatching police officers, monitoring surveillance and alarm equipment, answering telephones, and providing information to visitors and Veterans. Some common duties of the position include, but are not limited to:

    • Screening incoming calls for police assistance and prioritizing by significance to determine which calls officers are dispatched to first based on police officers on duty.
    • Furnishing information upon request and directing police officers to the exact location the call for assistance or emergency.
    • Ensuring appropriate and pertinent questions of all callers are asked and information collected from the reporting party is accurately relayed to the dispatched officer(s) to include complainant's name, location of the incident, type of incident, if weapons are involved, if medical attention is needed and last known location of suspect.
    • Monitoring over 350 intrusion/panic alarm computer systems and other alarm panels at the police operations office and ensuring the alarms are operational and when necessary, dispatching police or other personnel as required, to immediately investigate alarm activations and other problems.
    • Advising police supervisor of the situation and enter appropriate documentation in the computerized police daily journal as required.
    • Operating a variety of communications and security equipment such as computers, multifrequency law enforcement/emergency two-way radios, multi-line telephone system, and other related peripherals.
    • Maintaining accurate radio/alarm activity records/logs to include dates, times and results of communication and activities and types completed reports.
    • Compiling and preparing Daily Operation Journal (DOJ) reports related to events occurring in the operation of the police control center for dissemination of the completed products to various management officials.
    • Responsible for the orderly flow of communications between the police control center, chief of police and uniform patrol officers of the everyday functions of the police activity.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2020.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience and/or education as described below: You will be rated on the following

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Performing administrative and communications support work related to dispatching and monitoring of security camera system in position at the facility. Operating various computer systems to access electronic databases; operating radio and telephone communications equipment daily and during emergency police operations. Physically Inventorying and/or physically issuing police equipment. Assisting police officers in processing offenders to include physically fingerprinting, and line of sight visual monitoring detained individuals. OR,
    • Education: Applicants may substitute education for the required experience. To qualify based on educationor this grade level you must have four years above high school OR,
    • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: Requires extended periods of sitting while operating systems, monitoring the CCTV, receiving telephone calls, and operating the police communications system. Additionally, extended periods of keyboarding may be required to complete computer requirements and/or typing. Most of the time the employee is performing seated work. May require some walking, standing, bending, climbing stairs and carrying and/or lifting of light items such as papers and books. No special physical demands are required to perform the work.
