Head Start Grantee Specialist Manager – Region VI Home Based in Region VI (AR, LA, NM, OK, TX) - must reside in one of these StatesRemote work initially. Once COVID-19 restrictions are lifted 50% travel to Region VI States (AR, LA, NM, OK, TX)ICF seeks an experienced Grantee Specialist (GS) Manager to supervise a team of home-based Grantee (GS) Specialists and implement a comprehensive system of quality assurance that promotes the provision of effective training and technical assistance to Head Start and Early Head Start grantees and ensures timely and accurate contract deliverables. As part of this system, the GS Manager will develop professional development plans for GS Specialists and support the expansion of their expertise through observation, reflective supervision and coaching, including sharing lessons learned, best practice and role modeling. The GS Manager will work closely with the Regional Office on short, intermediate, and long term planning in accordance with OHS Central and Regional Office priorities, participate in national and regional meetings with the ACF Regional Program Manager (RPM) the COR, ACF program and grants staff, and state level early childhood systems partners. This position is Home based in Region VI and will require some travel.Key Responsibilities: Work closely with the Regional Office on short, intermediate, and long term planning in accordance with OHS Central and Regional Office priorities

Provide ongoing supervision of the Grantee Specialists to ensure the provision of high quality training and technical assistance

Develop professional development support for Grantee Specialists to increase their expertise and ability to support program capacity and strengthen quality systems for programs

Implement a comprehensive system of quality assurance for training and technical assistance to grantees and contract deliverables related to the work of the Grantee Specialists

Provide reports of comprehensive data analysis linking regional and state TTA to OHS, Central and Regional Office priorities and grantee service delivery, including an analysis of Grantee Specialist activities as posted on HSES as well as trends, regional needs, and the intensity and quality of TTA provided

Participate in regional-level meetings with the HSSCO Director and other state-level partners, as directed the RPM

Ensure that work plans, Monthly Travel Plans and other deliverables are met in a timely manner.

Participate in national and regional briefings as well as other regional office meetings as requested by the RPM and/or COR

Maintain ongoing and effective communication with OHS Central Office, the Regional Office Technical Liaison, and the TTA Coordinator

Provide direct TTA to grantees, as requested by the regional office

Basic Qualifications:BA or BS Degree related to program design or management from an accredited university or college

A minimum of seven years of experience. This experience shall include at least 3 years with the provision of high level technical assistance and consultation to HS/EHS programs related to management and fiscal systems and 3-5 years of progressive supervisory/management experience with a preference for experience managing remote-located staff/teams

Demonstrated ability/experience in successfully developing, implementing and managing/improving multi-faceted projects including experience in implementing quality assurance systems that improved the provision of client services

Demonstrated ability to analyze, aggregate, and present data gathered from multiple sources.

Significant background in use of data collection systems that track measurable outcomes

Experience with Microsoft Office (Word, Excel and PowerPoint) required

Demonstrated ability to communicate clearly, both orally and in writing

Demonstrated knowledge of Head Start and Early Head Start performance standards and all applicable federal, state and local laws, rules and regulations

Preferred Experience/Skills:Masters degree, related to program design or management from an accredited university or college

Working knowledge of OHS priorities and regulationsFamiliarity with the Improving School Readiness for Head Start Act of 2007

Professional Skills:Excellent verbal and written communication skills required

Strong analytical, problem-solving and decision-making capabilities

Ability to work with all levels of internal staff, as well as outside clients

Ability to mentor/coach TTA specialists

Ability to provide presentations to individuals, small and large groups

Ability to review, aggregate, and present data gathered from multiple sources

Ability to work both independently and in a team environment

Ability to prioritize and manage workload and deadlines
