Job Title: Source Water Protection Specialist

Salary Grade/Level: 6/1 - $24.00/hr

Reports To: Executive Director

Onsite Assistance

Provide liaison and assistance in the development of source water protection plans.

Assist systems with meeting various SDWA requirements including the GWR, SWTR, and the creation of emergency response plans.

Complete onsite assistance in accordance with NRWA requirements.

Use ARWA equipment in a professional manner, following all required asset management requirements.

Adhere to OSHA/AKOSHA procedures and regulations at all times.

Plan travel as efficiently as possible to minimize expense, including overtime, and maximize statewide geographic coverage.

Attend City/Village Council, Board, Borough, and any other local community meetings when requested, or when needed.

Coordinate activities with state, borough, and local entities in identifying and prioritizing source water protection programs.

Provide appropriate outreach material and education to rural and small communities and their schools.

Facilitate and mediate planning meetings between various stakeholders.

Program Management

Submit travel plans in a timely manner to online travel calendar, and as needed when plans change.

Produce and follow a yearly Operational Plan as required by NRWA.

Conduct an annual Critical Needs Workshop as required by NRWA.

Visit appropriate USDA staff as required by NRWA.

Correctly produce and submit reports as required by ARWA and NRWA in established formats.

Provide ARWA office with accurate travel vouchers, timesheets, etc. by the established due dates.

Monitor and keep all expenses within budget.

Comply with all NRWA SWP program procedures and deliverable requirements.

Provide monthly Board report of prior month’s activity to Office Manager by due date each month in established format.

Training

Promote attendance to all ARWA training sessions/conferences; assist when needed.

Assist in ARWA conference agenda development/implementation and securing speakers and vendors; formulate and conduct source water training sessions as needed; organize annual SWP school poster contest.

Attend and actively participate in ARWA conference(s).

Attend NRWA In-Service training and Annual Conference as required.

Continually strive to improve training skills and knowledge of the water field.

Other

Promote and support ARWA’s mission and goals at all times; show initiative and creativity in furthering the mission and goals.

Attend and actively participate in all staff meetings, as well as other meetings as required.

Write articles for ARWA magazine, newsletter, and others as required or requested and submit by due dates.

Assist with membership development and retention.

Project a friendly, helpful, positive attitude to the public and fellow employees.

Assist in answering phones in ARWA office.

Project a professional appearance and attitude at all times.

Must be a team player.

Provide safe and adequate transportation that represents the professionalism of the Association; personal vehicle to have insurance in accordance with state law and ARWA policies at all times.

Maintain Alaska driver’s license in accordance with state law, submitting routine DMV driving records as requested.

Adhere to the ARWA Employee Manual, policies, and procedures.

Skills/Qualifications

High school diploma or GED.

Five or more years of combined experience and education that demonstrate a working knowledge of the water industry/source water protection and/or local government land use planning.

Technical knowledge of surface water, ground water, and the public water supply.

A working knowledge of budget/financial management.

Ability to communicate effectively, orally, and in writing with decision makers, regulatory agencies, and other professionals.

Ability to conduct effective presentations to diverse audiences.

Ability to facilitate and mediate meetings toward consensus.

Willingness/ability to travel extensively and provide presentations at evening meetings.

Proficient with Microsoft Office software (Word, Excel, PowerPoint, and Outlook).

Preferred Qualifications

Sanitary survey inspector certified, or the ability to become certified within one year.

Water system operator experience and certification.

GIS experience using ESRI software.

Well drilling and maintenance experience.

Bachelor’s degree in related field.
