Job Description:We are currently seeking experienced candidates for the position of 2 Non-Certified Project Manager / Financial Analyst for the Medicaid related IT projects funded through Advance Planning Documents and other sources overseen by the Office of Application Technology Services in Frankfort, KY.

Primary Responsibilities Include, but not limited to:
  • Manage Project Scopes for alignment with schedules and budgets
  • Monitor, track, and document APD funding from initiation to approval
  • Coordinate activities for subordinate staff ensuring utilization of time and skill sets
  • Maintain confidentiality and exercise discretion is essential
  • Prepare and edit project budgets, funding adjustments, financial reconciliations, correspondence, communications, presentations and other documents
  • Review operating practices and implement improvements where necessary
  • Technical understanding and leadership skills to achieve goals, obtain subject matter expert input and ownership of documents
  • Develop and maintain federal financial proposals (similar to grants), reports, and planning documents within required timelines
  • Work closely with agency management and project teams to gain an understanding of project and related requirements in order to develop appropriate proposal document content
  • Work with subject matter experts to develop financial requests for documents and facilitate document review meetings for submission to federal sponsors on behalf of the state

Education and Experience:
  • Bachelor's degree or equivalent combination of recent, relevant work experience
  • Have exceptional analytical and oral communication skills
  • Logistical Coordinator with financial background
  • Be proficient in Microsoft Product Suites (Word, Excel, PowerPoint and Visio)
  • Prior experience writing grant and or business and technical proposals or information technology planning and requirements documentation
  • Must be well organized, possess excellent team building, and communication skills

Preferred Qualifications:
  • Prior eMars experience working in or for a government environment
  • Experience writing justifications and summaries for financial requests
  • Working knowledge of government regulations as they pertain to the grant proposal and advance planning document processes
  • Prior experience preparing healthcare information technology proposals or working in the healthcare technology environment
  • Prior experience in a procurement environment
  • Management experience
