The primary purpose of this position is to serve as first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Occupational Medicine Services Flight. To provide management & leadership in promoting optimal health/safety for employees, workplaces, and environment; maintaining a healthy workforce.ResponsibilitiesExercises supervisory responsibilities for the administrative management of a health care delivery system. Directs, coordinates, and oversees work of subordinates.Represents Occupational Medicine Services (OMS) Flight with a variety of installation and functional area organizations.Establishes, develops, and maintains effective working relationships with major commands, commanders, middle managers, first line supervisors, employees and contract personnel.Plans, organizes, and directs the activities of OMS Flight, ensuring that OMS complies with legal and regulatory requirements and meets patient needs. Develops goals and objectives that integrate organization and AF objectives.Works with the OMS Flights Group Practice Manager to promote the provision of high quality, accessible, cost effective health care services. Assists in professional support and administrative staff in optimizing health care and clinical processes.Manages business/admin requirements, including patient scheduling, productivity, logistics, and patient satisfaction. Coordinates health care issues with primary/subspecialty clinics; assuring optimal quality/access/cost efficiency.Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards.RequirementsConditions of EmploymentQualificationsSPECIALIZED EXPERIENCE: Applicants must have (or will have within 120 days at least one (1) year of specialized experience at the next lower broadband NH-01(GS-04) or equivalent in the Federal Service. Specialized experience must include progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: 1) Missions, organizations, programs, and requirements of health care delivery systems; 2) Regulations and standards of various regulatory and credentialing groups; and 3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of experience include managing health system administration and related activities in an ambulatory surgical center and/or medical education environment; planning, organizing, and/or managing patient and medical personnel safety and security regulations, practices, and procedures; administering medical facility accreditation and compliance programs and/or participating in accreditation surveys, inspections, or audits. OR Undergraduate and Graduate Education: Major study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Occupational Health Medical Programs. Advanced academic degree and/or certification related to Human Resources, Business Management, Medical Management and Administration is highly desired.Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

Ability to communicate effectively, both orally and in writing.

Practical knowledge of and experience in a medical treatment facility environment and the interrelationships between various clinics and support functions.

Knowledge of the organization structure, major issues, policies, procedures and operations related to a health care facility.

Extensive knowledge of medical, safety and security regulations, practices and integration of the medical mission.

Extensive knowledge of civilian personnel regulation, policies, and procedures as it pertains to Occupational Health and/or supervisory responsibilities.

Knowledge of Air Force budgeting principles, concepts and practices as it pertains to Occupational Health.

Skill in application of a variety of automated software and data analysis tools, such a Microsoft Office programs, Excel, Access, PowerPoint, and Composite Health Care System I and II (CHCS). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
