Class SummaryThe Gwinnett County Community Outreach program is designed to engage and empower Gwinnett County residents – including diverse, underrepresented populations – to be more informed and involved in their county government. This is accomplished through educational programming and workshops, cultural events, forums, stakeholder meetings, and collaborative partnerships. The Community Engagement Manager will work closely with the Community Outreach Director to establish and execute community engagement goals and objectives that connect Gwinnett County’s constituents and encourage all those who live, work, and play in Gwinnett to be actively engaged in their county government. Due to the nature of working with communities that speak limited English, bilingual applicants are strongly encouraged to apply.Job Duties and Responsibilities: Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and termination, and disciplinary recommendations.

Develops project management processes and oversees Community Engagement team workflow.

Manages the activities of an assigned operational section/unit, which includes planning, coordinating, administering, and evaluating programs, agreements, contracts, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with federal, state, and local laws, regulations, codes, and/or standards.

Develops and maintains a comprehensive database of key community contacts.

Builds and maintains relationships with homeowners associations, business and community leaders, and nonprofit organizations to develop targeted engagement opportunities.

Creatively engages Gwinnett County residents to facilitate increased involvement with County government and improve communication on how to access County services.

Identifies and initiates relationships with community stakeholders who have little or no regular interaction with County government and ensures that Gwinnett’s diverse community is aware of County programs, services, and initiatives.

Partners with County departments and agencies to achieve community engagement initiatives.

Develops, organizes, facilitates, or co-facilitates discussion groups, workshops, trainings, or other events.

Represents Gwinnett Community Outreach at public and private events and community group meetings.

Uses technology and digital resources to increase citizen engagement and display a willingness to learn new applications and identify innovative ways to use technology for citizen engagement.

Participates in and/or leads special projects, task forces, meetings, committees and/or training sessions.

Maintains various records related to new and continuing community outreach initiatives, activities, and services.

Prepares reports and maintains statistical records associated with the Community Outreach Program.

Performs other duties of a similar nature or level and additional duties as assigned.

Works extended hours, including weekends and evenings, as needed to support Community Outreach’s programs, events, and services.

Required Training and Expertise:Bachelor’s degree in Communications, Social Work, Public Administration, or a related field.

Two years’ experience as a supervisor, manager, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Three years of experience in community development, community relations, planning and executing special events and workshops, or administering community outreach programs.

Demonstrated experience in developing effective relationships with internal and external stakeholders.

Effective communications skills, including verbal communication and presentation experience, and strong writing skills.

Strong project management and organizational skills.

Ability to work under tight deadlines and manage projects independently with minimal supervision.

An employee is fully vested in 5 years. An employee can retire if he/she has reached the age of 55 and the sum of his/her age and years of service equals 65.

Deferred Compensation Plan

If you contribute at least 2.5% of your base pay to the 457(b) plan, Gwinnett County will contribute an additional 1% to your Defined Contribution Retirement Plan (this is in addition to the 7% described above).
