Purpose and Scope: Program Manager (PM) will be responsible for the performance of the work under the US Army SSI HR Transformation and IPPS-A Training Support Services Contract. The PM will respond to a request for discussion or resolution of technical problems within 48 hours of notification. The PM will have full authority to act on all contract matters relating to daily operation of this contract. Manage expert resources, personnel, technical reports, products, and solutions that address technical, analytical, and strategic subject matter expertise in the development and implementation of new HR IT systems, simulations, strategies, programs, processes, structures, training support, and doctrine as directly related to HR Transformation and new Army HR systems implementation across all three Army components Active, Reserve, and National Guard.
  • Provide multi-faceted support and capabilities to IPPS-A training development, training, learning solutions, and evaluation.
  • Work with integrated teams across the Army to assist in the development and fielding of the IPPS-A system.
  • Assist in the development of multiple lessons plans and associated curriculum for the integration of IPPS-A into the Army Adjutant General School’s training and education courses.
  • Provide synchronization and strategic engagement support to Human Resources training and events, conferences, seminars, and forums.
  • Provide planning and execution support to multiple strategic-level forums involving Army-wide HR stakeholders.
  • Inform and assist in the communication of the AGS strategic human resources support story to leaders, Soldiers, and Families across the Army.
  • Provide capabilities for Army HR transformation to the Army Capability Manager –Human Resources (ACM-HR).
  • Assist in the development of responsive HR Training Solutions.
  • Support the development and integration of HR doctrine and associated publications.
  • Develop recommended changes to existing HR structure and policies to overcome organizational warfighting capability shortfalls to include identifying specific functions, roles, and responsibilities performed by Army organizations impacted by HR across the Total Force.

Responsibilities:Manage the program day to day activities including all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide new HR concepts and doctrine, integration of new HR IT systems training, HR organizational structure, HR training and education curriculum development, and HR Transformation training initiatives for both military and Department of the Army (DA) Civilian personnel as defined.

Qualifications and Requirements:(1) Proficiency in Microsoft Office Suite products including Word, Excel, and PowerPoint;(2) Knowledge and/or experience (both preferred) developing TRADOC approved lessons plans, POIs, and course management plans. Those contractors provided for the training development portion of the contract MUST HAVE this experience.(3) Understanding and/or experience (both preferred) operating Army HR systems to include the Electronic Military Personnel Office (eMILPO), the Deployed Theater Accountability System (DTAS), the Defense Casualty Information processing System – Casualty Reporting (DCIPS-CR), the Enlisted Distribution and Assignment System (EDAS), the Total Officer Personnel Management information System II (TOPMIS II), and the Interactive Personnel Records Management System (iPERMS).(4) Knowledge and/or experience to develop presentation materials and articulate recommendations to senior Army Personnel at the Colonel Level and above.(5) Individual contractors that hold certifications by the Human Resources Certification Institute (HRCI) are preferred. (6) Contract employees with the following demonstrated capabilities and skills are preferred:
  • PeopleSoft and Oracle systems;
  • MUST HAVE Writing Military Training Support Packages and associated military training materials utilizing the Training Development Capability (TDC) system and the ADDIE process.
  • Developing and writing US Army Doctrinal Publications.
  • Operating Department of Defense MilSuites software
  • Capability to collate and condense military human resources information into usable strategic communications that will be provided to a large audience (50K+) of US Army HR Professionals on a routine basis.
  • Advising senior military officers and civilians in regards to strategic communications as well as developing recommendations for largescale HR training involving automated military personnel systems.
  • Expertise in the current versions of the following Department of Defense HR Systems:

  • Total Officer Personnel Management System (TOPMIS)
  • Enlisted Distribution and Assignment System (EDAS)

  • Education & Experience:

    Must Have:
    • Bachelor’s Degree from an accredited academic institution recognized by the U.S. Department of Education.
    • Ten (10) years of relevant managerial experience
    • Ten (10) years of experience working with the Department of Defense
    • Five (5) years of experience working Army’s Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Policy (DOTMLPF-P-p ) methodology.
    • Eight (8) years of experience working with Senior Level Defense personnel including military
    • Eight (8) years of experience working with US Army Human Resources (HR) systems
    • Five (5) years of experience in project management and change management skills
    • PHR(Professional in Human Resources)

    Preferred:
    • Master’s Degree or higher from an accredited academic institution recognized by the U.S. Department of Education.
    • Fifteen (15) or more years of relevant managerial experience
    • Fifteen (15) or more years of experience working with the Department of Defense
    • Eight (8) or more years of experience working Army’s Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Policy (DOTMLPF-P-p ) methodology.
    • Twelve (12) or more years of experience working with Senior Level Defense personnel include military
    • Twelve (12) or more years of experience working with US Army Human Resources (HR) systems
    • Ten (10) or more years of experience in project management and change management skills.
    • SPHR (Senior Professional in Human Resources)
