Ensures that the enabling processes are staffed with the training resources with the right knowledge and skills to perform the work safely, accurately, effectively and efficiently; providing the resources through hiring, training and development of SMUD employees or contractors.

Provides leadership and oversight of SMUDs apprenticeship programs. Serves as subject matter expert on all apprenticeship related topics. Manages and maintains strong relationships with the California Department of Apprenticeship Standards and The US Department of Labor. Develops, coordinates and implements regulatory compliance programs as related to the DAS, DOL and SMUD apprenticeship standards (i.e. program updates, self-audits, curriculum review etc). Serves as chair of the Joint Apprenticeship Standards Committee.

To provide subject matter expertise on state and federal grant compliance, administration, and management. Working with stakeholders to develop and/or update grant policy and procedures. Facilitate project management and support personnel training on grant compliance, administration, and management. Works with SMUD internal and external auditors to facilitate grant and compliance audit programs. Conducts regulatory assessments of department procedures and implements a proactive program to achieve and maintain compliance while achieving necessary business objectives.

Advises Sacramento Power Academy (SPA) / SMUD staff in the application for available Federal, State and Other grants. Prior to application submittal, serves as independent review of risks and notifies senior management of potential impact to SMUD.

Tracks and coordinates the administration of Power Academy grants. Updates and modifies as appropriate the SMUD system(s) for the management of grant funds that ensures all grant requirements are met. Assists Power Academy/SMUD staff with the tracking and reporting for curriculum development / updates and equipment purchased with grant funds.

Supports SMUD’s training programs by overseeing the design, development and delivery of training courses; reviews, evaluates effectiveness of training; plans, coordinates, prioritizes, monitors, and guides work activities with work-unit staff to meet established objectives and deadlines by following established policies and precedents; promotes staff safety and a safe work environment.

Implements the business unit’s learning strategy in collaboration with the Corporate Learning Strategy, focusing on safety, regulatory requirements, competency assessment, skill gap analysis, program management, training effectiveness, and evaluation of assigned employee groups and comprehensive curriculum. Supports adherence to SMUD’s training and development policies and standards.

Assesses the need for new training programs or enhancements by evaluating the effectiveness of current programs; consults with leadership and staff to ensure training is meeting departmental needs; evaluates training programs to ensure quality standards are met; evaluates and incorporates new technology into curriculum; develops and monitors performance measurements, metrics and performance plans.

Performs related duties as required.
