ResponsibilitiesCost Analyst in support of Project Manager, Sensors Aerial Intelligence (PM SAI) and the Program Executive Office for Intelligence, Electronic Warfare & Sensors (PEO IEW&S). PEO IEW&S provides tactically relevant manned Aerial Intelligence, Surveillance and Reconnaissance (AISR) to the United States Army, U.S. Army Reserves, U.S. Army National Guard and Department of Defense (DoD) Aerial Exploitation Battalions (AEBs), Combatant Commanders (COCOMs) and Task Forces (TFs) in support of both persistent missions and current, and emerging, Overseas Contingency Operations (OCO).
  • Establish technical baseline or Cost Analysis Requirements Description (CARD); Identify WBS, determine program scope and estimate purpose; Identify ground rules and assumptions
  • Identify and select cost estimating methodologies. Methodologies are typically driven by the life cycle stage the program is in, the availability of data, the identification of suitable analogous programs
  • Collect and normalize data. Data sources include EVM data on the current program or analogous programs, reports, or other contractor data. Data must be normalized for inflation effects or quantity differences.
  • Build program office estimate (POE) using ACEIT software suite in both base year and inflated "then-year" dollars, phased by government fiscal year. Most current OSD inflation indices will be used.
  • Conduct Risk and uncertainty analysis around the point estimate. Measure correlation around related elements in the cost model. Select uncertainty distributions around key cost driving parameters and generate a simulation.
  • Document cost estimate in sufficient detail to allow for other cost estimators to replicate analysis. Develop briefings to present time phased, risk adjusted results to program decision makers.
  • Conduct "what-if" analyses and excursions as required. Excursions can be executed for things such as quantity differences, technical changes, or funding changes. ACEIT model should be constructed to rapidly address likely program issues.
  • Incorporate cost estimate results into various program documents and reports such as the SAR, DAES, APB, and the POM.
  • Support program through the milestone review process by interfacing with PEO IEW&S, ODASA-CE, and OSD as required.

Qualifications
  • 7+ years of related Cost Analyst experience.
  • Requires a minimum of a Bachelor's degree, preferably in mathematics, business, engineering, economics, or related field.
  • Training and competence in the Microsoft Office and ACEIT software suite.
  • Certification from a professional organization such as the International Cost Estimating and Analysis Association (ICEAA) is desirable but not a requirement.
