Job Description - Data Governance Officer Data Governance Officer

  • This manager will be responsible for coordinating and overseeing all aspects of the Data Governance program including assuming responsibility for data categorization/prioritization, data quality assurance, and associated governance mechanisms
  • The Data Governance Officer is also expected to champion and influence change and enhancement priorities specifying, as necessary, requirements to IT, Operations and other Branch functions regarding data issue remediation, practical fixes or data-related enhancements
  • This position will reside within the IT function with an active working relationship to Compliance, especially regarding assurance associated with data controlling
Key Responsibilities (but not limited to):
  • Manage and maintain the data governance framework consisting of data-related policies, standards, processes, and responsibilities (e.g., update data governance related standards based on new internal or external requirements)
  • Communicate data governance objectives, policies/standards, and goals to foster branch-wide awareness, set expectations, and encourage data mindfulness across the branch (e.g., to avoid "end of the line" challenges with data)
  • Champion implementation/adherence to data governance objectives, policies/standards, and goals across the firm and identify potential need(s) for any changes/improvements (e.g., assess current responsibilities of individuals involved in data governance and identify any gaps)
  • Enable quality of data (e.g., completeness, accuracy, integrity, etc.) across the Branch through a data quality assurance process (i.e., lead on-going efforts to monitor, assess, and improve branch-wide data quality and reliability by instituting data controls across the firm)
  • Ensure the effectiveness of data governance practices across the firm by facilitating efforts, across stakeholders, related to data (e.g., regularly convene and work with key stakeholders to develop and monitor appropriate data quality metrics)
  • Support the escalation and resolution of data risks/issues across the company; working with relevant internal teams (incl. the Compliance Technology Manager), to gain an in-depth understanding of existing data risks, issues and underlying root causes, controls, and remediation/resolution
  • Provide reports and analysis to Branch management and other CCB stakeholders regarding data and data governance such that management remain apprised of the status of data, any significant issues/risks, and data-related change initiatives
  • Coordinate and oversee all data quality related architecture and shared technology solutions to deliver data internally and to external parties
  • Coordinate/work with relevant stakeholders to respond to potential auditors' and regulators' questions/requests related to data governance
Skills, Experience and Qualifications: Ideal candidate should have:
  • Minimum a Bachelor's Degree in Accounting, Business, Statistics, Risk Management, Information Systems, Finance, Economics, Data Analytics or equivalent field
  • 5 to 9 years' experience including 3 years' experience in banking or relevant industry, preferably associated with data governance, AML / Sanctions / Compliance, technology risk, operational risk, or risk reporting
  • Familiarity with US BSA/AML Laws and Regulations, including Client 504 regulations is desirable
  • In-depth understanding of how data is used at a financial institution/bank and what constitutes the most critical types of data
  • Ability to lead, syndicate, and achieve organizational change (i.e., to gain buy-in / lead individuals across the Branch that are not direct reports, but might have responsibilities associated with data governance)
  • Demonstrated program management and branch-wide coordination experience including implementation experience with data governance capabilities
  • Foresight to identify data-related risks and propose or facilitate mitigation approaches
  • Expert communication skills (verbal and written) with the ability to quickly grasp complex concepts and make them readily understandable to technical and non-technical audiences
  • Ability to deliver high quality documentation/deliverables with strong attention to detail
  • Strong analytical, project management, organizational, and prioritization and reporting skills (i.e., ability to prioritize competing projects while maintaining support across the firm)
  • Demonstrated ability to produce data related metrics
  • Strong Microsoft Office skills (MS Word, Access, and PowerPoint)
  • Advanced Excel, Data Analysis (e.g., SQL), and Business Intelligence skills desirable
  • Advanced technical skills and a comprehensive understanding of modern IT architecture, databases, and data warehousing an asset
