Description of Services - System Application Administrator(1) Operations MaintenanceResources shall perform system administration, support, maintenance and management ofenhancements or refinements to the OCSO systems. The tasks to be performed by theContractor’s Resources shall include, but not be limited to, the following:a. Administration of system user accounts, permission levels, and audit reportsincluding periodic review for accuracy and compliance.b. Monitoring system applications and associated databases to identify issues ofdata integrity, isolating root cause of issues, and generate recommendations forremediation, including end-user guidance.c. Application testing along with coordination and implementation of new featureswith end users (note specific software development would be done by applicationvendors).d. Performing two (2) daily health checks on all servers including but not limited to,CPU usage, memory usage, disk usage, and associated alerts and errors.e. Recognizing system deficiencies and understanding what type of informationneeds to be collected, measured, and evaluated to implement effective solutionsvia collaboration with Authority’s project management and vendor supportteams.f. Managing the process of applying patches, updates, and fixes to operating systems.g. Where applicable, managing the VMWare virtual environment and storage arraysfor assigning disk space, reclaiming disk space, performance monitoring, problemidentification, alerting, and resolution.h. Providing support in system validation in weeks leading up to customer trainingengagements, application testing exercises, functional demonstrations and or goliveevents.i. Responding to critical system issues, outages, and client escalations duringbusiness and off business hours, supporting root cause analysis, providingstructured problem solving and delivering reactive support to field staff.j. Communicating to internal and external teams necessary on details regardingoutages, root cause, bug reports and their associated resolution and or workaround.k. Logging and monitoring system traffic and trend activity to identify both normaland abnormal activity.l. Ensuring appropriate security and vulnerability assessment tools are running onthe system. This includes working with the cyber security teams to ensure anynecessary monitoring is in place for security threats including, but not limited to,phishing, malware, DDOS, password brute force cracking.m. Document and maintain an ongoing log of change control tasks coupled with thedetailed knowledge base records across multiple security systems in use to ensurechanges to the systems do not have an adverse impact to operations.n. Ensure backups of systems are regularly performed, current, and archived offline.Conferral with third-party vendors, when needed.o. Ensure the disaster recovery plans of third-party security technology systemproviders are on file and current.(2) Assisting CSO staff - PAPD Civilian Securitya. CSO application support for the various systems outlined in this RFP.b. PAPD application support for CAD and RMS, including assisting users withcorrecting data entry problems.c. Interface and coordinate with vendors providing security and PAPD systems forproblem identification, resolution and end user notification.d. Offering server and network expert opinions on new projects and their integrationinto the existing PAPD network.e. Working with end users and vendor support teams as necessary to troubleshootreported trouble tickets.f. Setup and install application software on end user workstations as required.g. Liaison between End users and necessary vendors including the agency corporateIT department.(3) Project Worka. Manage, document and update system administration procedures, applicationoperational procedures, certificate and license information.b. Applies significant knowledge of Public Safety Industry trends and developmentsto improve service to clients.c. Developing, implementing, and maintaining a data archiving strategyd. Documents user/group access rights, and grants and manages end user accesscontrol (i.e., user roles and permissions, passwords, etc.)IV. Qualifications Requirements1. Three or more years of full-time work experience required (with a focus in systemsadministration, application and system implementation or networking)2. Client-facing experience and evidence of strong customer service skills is required3. Work experience directly related to public safety or government is preferred4. Must be proficient in MS Word, Excel, PowerPoint, Outlook and Visio5. Experience with general database solutions, including SQL and DBMS6. Able to function effectively in a fast-paced, demanding environment that regularlyrequires the ability to multitask7. Excellent verbal and written communication skills8. Comfortable working both alone and in a team environment9. Bachelor's Degree preferred10. Experience using Windows Server 2016 and later; Microsoft server 2016 and later;VMWare 6.x and later.11. General awareness of networking concepts and functions including routers, switches,firewalls, VPNs, and proxy servers12. Ability to perform tasks such as debugging of application slowness, crashes, usabilityproblems; user access control; data editing using the application, etc.13. Able to work with a wide variety of end users with differing levels of computerknowledge14. Ability to communicate with non-technical staff and translate their needs into appropriatesystems, processes and reports.V. Current Application Environment:OCSO security and police systems operate on various operating systems and include bothphysical and virtual servers and workstations. There are about 600+ active users across allapplications, with majority of users associated with PAPD CAD/RMS system.Operating Systems:1. Microsoft Windows Server 20122.
