This position performs work independently under the general supervision of the Manager of Infrastructure and Operations and is responsible for designing, building, implementing, and maintaining network systems across the SCAG enterprise. The Senior Network Engineer troubleshoots network performance issues, analyzes network traffic, and provides capacity planning solutions. Southern California Association of Government’s Infrastructure and Operations team is responsible for the effective and efficient delivery of all internal and cloud managed IT infrastructure used to support business processes, services, and end users across the enterprise. This is achieved by the effective delivery of IT services through the management and orchestration of people, products, providers, contractors, and processes. Primary responsibilities of the team include architecting, planning, developing, installing, configuring, maintaining, supporting, and optimizing all compute, storage, network, VoIP, and supporting devices both on premise and in the cloud. The I/O team is also responsible for managing and testing the organizations IT services disaster recovery plan and processes, monitoring and securing the infrastructure, and performing capacity planning and projections. Located in the 900 Wilshire Building, a new, multi-use hotel and office complex that features state of the art architecture and technology and LEED Gold Certification. SCAG is in a culturally diverse area near excellent public transit access and Koreatown, Little Tokyo, Chinatown, Olvera Street and Grand Central Market. Essential Duties and ResponsibilitiesMay include but are not limited to the following: - Designs, builds, and implements wired, wireless, WAN and cloud network systems across the SCAG enterprise
- Plans, develops, installs, configures, maintains, supports, and optimizes all local, voice, and wide area networks, connections, associated software, hardware, and communication links
- Troubleshoots network performance issues, analyzes network traffic, and provides capacity planning solutions to ensure optimal network performance
- Develops processes around network procedures ensuring industry best practices are followed and documented
- Oversees network management, security, planning, traffic engineering and implementation
- Assists in managing Managed Service Providers/Carriers and provide oversight for service level agreement adherence
- Develops mitigation plans for technical issues to ensure network connectivity can quickly be recovered or redirected in the event of a major outage
- Creates and maintains documentation including creation of rack elevation diagrams, physical and logical network topology diagrams using Visio, detailed power and port connectivity spreadsheets and assigned IP address documentation
- Prepares periodic maintenance plans and comply with change management procedures
- Provides second level support to our customer base and interface with vendor support groups to ensure proper escalation during outages or periods of degraded system performance

Minimum QualificationsEDUCATION: Bachelor's degree from an accredited college or university in a computer related field. Cisco Certified Network Professional (CCNP) and Palo Alto Networks Certified Network Security Engineer (PCNSE) are desired but not required. EXPERIENCE: 5 years of professional, hands-on experience supporting IT networks WHO YOU ARE:The ideal candidate:- Has 5+ years of hands-on experience with architecting and implementing secure-by-design networks
- Has 5+ years of experience in successfully monitoring networks, providing network diagnostics and implementing network analytics tools
- Has a solid understanding of the OSI and TCP/IP models and VoIP communication and configuration
- Has a deep understanding of networking communications such as IPSEC, HSRP, VRRP, BGP, MPLS, EIGRP, OSPF, 802.11, and QoS
- Has vendor experience in Cisco, Palo Alto, SwitchNAP, Amazon (AWS), and enterprise ISP’s
- Is an excellent communicator who can create detailed network documentation and diagrams
- Is a proven leader with an innovative outlook and the ability to drive change
- Is a dynamic multi-tasker who can handle multiple priorities upon request
Knowledge of: network diagnostics and network analytics; OSI and TCP/IP models and VoIP communication and configuration; Cisco, Palo Alto, SwitchNAP, Amazon (AWS), and enterprise ISP’s; process documentation practices. Ability to: drive change; engage in problem analysis; plan and organize multiple assignments to meet deadlines; communicate clearly both orally and in writing; work cooperatively and productively as a team member; use analytical, strategic conceptual thinking, strategic planning and execution skills.
